Cambodian government moves to protect wildlife The Cambodian government is taking steps for the first time to give legal protection to its wildlife.
Prime Minister Hun Sen says the legislation is still in the draft stage but expected to come into effect later this year.
Speaking at a conference on wildlife management, Hun Sen said it is important for political leaders and law enforcement officials to respect the law.
He did not specify what penalties it would include, but appealed to everyone, Cambodians and foreigners alike, to immediately stop hunting and trading wildlife in Cambodia.
He also urged powerful government officials and wealthy businessmen to stop ordering wild meat dishes from restaurants for the next five years.
Phnom Penh's elite routinely order exotic dishes at restaurants that specialize in wild game.
The new laws are meant to protect wildlife such as elephants; tigers; gibbons, bantengs, sun bears; and brown-antlered deer. (09:03:44 AEST)

Cardamom Mountains Former Home to Khmer Rouge
Washington, DC - The Cambodian government announced today the creation of the Central Cardamoms Protected Forest, a 1,000,000-acre (402,000-hectare) area in southwestern Cambodia's Central Cardamom Mountains. The Cardamoms are home to most of Cambodia's large mammals and half of the country's birds, reptiles and amphibians. Two wildlife sanctuaries border the area, bringing the total land under protection to 2.44 million acres (990,000 hectares), forming the largest, most pristine wilderness in mainland Southeast Asia. The protected area was officially signed into law by Prime Minister Hun Sen. The declaration allows for the permanent protection of the Cardamoms. Government rangers, military police and community monitors are patrolling and enforcing forest and wildlife laws within the area. "This is a huge step forward for the protection of our country's amazing array of life," said Ty Sokhun, Director General of Cambodia's Department of Forestry and Wildlife. "Animals found virtually nowhere else in the world can thrive freely in our forests."

1999 NCC News Archives Cambodian Government Honors CWS Dec. 22, 1999, NEW YORK CITY Twenty years ago, when Phnom Penh lay in ruins after years of war and Cambodian people were in the grip of widespread famine, representatives from several non-governmental agencies flew in to assess humanitarian needs. "There was no electricity and no water, and the relief workers fanned out in the city then got back on the plane to bring back reports to their agencies," recalled the Rev. Dr. Rodney Page, Executive Director of Church World Service (CWS), the relief and development arm of the National Council of Churches (NCC). "But one representative stayed behind and lived there for six months: Perry Smith of Church World Service and CWS is still there." Church World Service was among 10 NGOs honored at a ceremony held in The Chaktomuk Hall in Phnom Penh, Cambodia on November 18, during which Cambodian Prime Minister Samdech Hun Sen highlighted the "close partnership and strong solidarity which exists between the Royal Government of Cambodia and the NGO community." In attendance were representatives from the 10 non-governmental organizations (NGOs), including Dr. Page, Ms. Linda Hartke and Mr. Howard Jost of Church World Service. Ms. Hartke served as CWS Country Director in Cambodia from 1992-1997 and is currently CWS Director of Programs and Operations. Mr. Jost is the current CWS Country Director in Cambodia.

LATEST STORIES Cambodian government criticised over riots Cambodia's Opposition Sam Rainsy party and the Royalist Funcinpec party have criticised the government for failing to prevent last week's attacks on the Thai Embassy and several Thai owned businesses and hotels.
Both parties say the government's response to the riots was inadequate to the degree of complicity.
They also note that the government imposed a security cordon around a peaceful street protest in Phnom Penh on Wednesday.
The ministries of Defence and Interior claim their forces were overwhelmed by the rioters.
Meanwhile, Thai military intelligence claims Cambodian Prime Minister Hun Sen is responsible for inciting the riot.

Re: Deporting of Two Falun Gong Refugees to China A source in Phnom Penh has reported that the Cambodian police have deported two Falun Gong practitioners to China on the 9th August. The two practitioners had left China to maintain their freedom, after Chinese president, Jiang Zemin, initiated his vicious crackdown in 1999. And after arriving in Phnom Penh in Cambodia, they had obtained work in a local Chinese school. However, in June of this year, the couple applied for an extension of their Chinese passports at the Chinese Embassy, and were refused. Finally in July, they applied and obtained official U.N. Refugee Certificates. On August 2, the Cambodian police arrested both of them. And on the 9th August, they were deported back to Changsha city in China as a result of pressure from the Chinese Embassy. The couple are currently held in a detention centre in Changsha city. This is a complete disregard for basic human rights. It seems that the Cambodian police, under pressure from the Chinese Embassy ignored the consequences of their actions.

18th August 2002 Dear Prime Minister, I am writing to express my deep concern at the recent deportation of the two Chinese Falun Gong practitioners, Mr Li Guojun and his wife Zhang Xinyi, from Cambodia back to China. As you will be aware, both had been granted UN refugee status, and as such, should have been exempt from any such deportation order through the likelihood of reprisals from the Chinese government once they were deported. It is extremely disturbing that the Cambodian police came to their decision following pressure from the Chinese embassy in Phnom Penh, especially when the couple had been living and working there, and had been given UN Refugee Certificates. Mr Li and his wife escaped from China to Cambodia after Chinese President Jiang Zemin launched his campaign of persecution of Falun Gong in July 1999, a brutal campaign which has now tortured to death more than 450 people, with thousands more unaccounted for. Over 100,000 have been illegally detained and more than 20,000 have been sentenced to forced labour camps without trial or have been committed to mental hospitals and administered with dangerous mind-altering drugs. Chinese government estimates now put the number of practitioners in China in excess of 100 million, giving it a greater popularity than the Communist Party; indeed many members of the Chinese Communist Party themselves practise Falun Gong in private. President Jiang had underestimated the spirit of millions of people who had experienced improved health and positive changes through their practice of Falun Gong, and it was this level of resolve which caused the regime to intensify its propaganda campaign, using all the most powerful media at its disposal, resulting in the imprisonment, torture and even murder of thousands of innocent practitioners.

The Cambodia government is participating from the 22 to 28 November 2001 at the negotiation of the international treaty for Tobacco Control of 191 members states. The meeting in Geneva, Switzerland brings together governments around the World to discuss and create a national agreement to reduce tobacco use. And around 70 NGOs are also attending this meeting to support the development of a strong treaty and all related protocols. The chief aim is to secure protocols, which when together as a package, are as effective as possible furthering the cause of global tobacco control. The foreign tobacco companies operating in Cambodia make a huge profit at expenses of Cambodian Health and Lives. It seems only right because foreign companies are causing so much of the public health problem that foreign governments should work with Cambodia to solve the problem.

CHAPTER I PURPOSE OF THE PRESENT PROTOCOL
The purpose of the present Protocol is to note the transfer to the Cambodian Government, as of 1 January 1951, of the powers and functions in respect of the control of narcotic drugs laid down in the international instruments enumerated in Annex I, paragraph C of the Agreement referred to above.
