The center has an Advanced CEQA Workshop Economic Value of Environmental Resources Conference scheduled for Friday, April 25, 2003. Economic Studies Program Update
ESP is working on a Target Industry Study for Paradise and providing information for the Downtown Willows Revitalization Plan. Both documents should be available soon. ESP will also be providing research and analysis in a statewide project to determine regional industry clusters in California. This exciting two-year project will generate valuable information for economic developers in our region.

    The Accreditation Principle
    The articulation of secondary and higher education is an enduring political, philosophical, and practical issue. By 1900 the states outside of the northeast had largely replaced the increasingly inefficient system of an entrance examination administered by each college, with the accreditation or certificate plan. While for the most part state departments of education and regional associations of secondary schools and colleges eventually acquired this function in the later nineteenth century, state universities assumed the primary, if not exclusive, responsibility. In 1884, California followed Michigan, Iowa (1872), and Wisconsin (1876) by adopting a policy of sending a team of faculty to those public high schools requesting inspection for the purpose of seeing their graduates admitted to the University without examination. In 1888 the regents added private schools to the plan, at their request, providing they met visitation costs. Graduates of nonaccredited schools, like applicants prepared by tutors or parents, had the option of taking the University's entrance examination; in time the regents authorized the faculty to administer these examinations in convenient sites around the state.

    One widely cited study by the University of Tennessee says states, cities and counties nationwide lost $13.3 billion in revenue last year from uncollected e-commerce sales taxes.

    As states across the country struggle with budget deficits in the billions, many officials are beginning to eye sales taxes on online shopping.
    In California alone, collecting such taxes could yield at least $200 million yearly. Nationally, local and state governments could raise billions.
    "We can no longer ignore an entire segment of the retail marketplace," said Pat Leary, lobbyist for the California State Association of Counties and a frequent online shopper herself.
    Internet shopping is expected to climb to $40 billion this year, from last year's $30 billion, according to New York-based Jupiter Research. It could reach $105 billion within five years. This year's total includes $10 billion for computers and accessories, $4.7 billion for clothes and $2.8 billion for books. And much of that is untaxed.

    Jim Cramer, professor of sociology , is a demographer who researches population growth and environmental degradation in California. Comparing cities and counties with rapid population growth to those with slow growth, Cramer has studied the trends in air quality in California counties and selected cities from 1975 to 1995. He is currently studying the population growth in Lake County, the resulting loss of environment and, in turn, the environmental concern that the growth has stimulated among Lake County citizens. Developing continuing education programs for professionals creates an excellent opportunity to increase awareness and knowledge of emerging issues in this field.
