Official Language: English Official Currency: U.S. Dollar Location Comprised of 36 islands in the Caribbean (16 of which are inhabited); about 80 kilo meters 960 miles) east of Puerto Rico, north of the Leeward Islands, and adjacent to the U.S. Virgin Islands; principal islands are Tortola, Virgin Gorda, Anegada and Jost Van Dyke. Area 153 square kilo meters (59 square miles); Tortola, 54 square kilo meters (21 square miles); Anegada, 39 square kilo meters (15 square miles); Virgin Gorda, 21 square kilo meters (8 square miles). Topography Largely rolling hills and beaches; Tortola rises to 1,780 feet at Mount Sage, the highest point in all the Virgin Islands; Anegada is very flat, the entire islands being no more than a few feet above sea level. Climate Population Total population (2000) estimate 19,000. History In 1666 British planters took over control of the island group from the original Dutch settlers. The islands attained the status of British colony, and remained part of the Leeward Islands from 1872 until 1956, when the British Virgin Islands became a separately administered entity. To preserve its close economic ties with the U.S. Virgin Islands, the group did not join the 1958-1962 West Indies Federation of British Virgin Islands. In 1967, a new constitution provided for a ministerial system of government headed by a Chief Minister. The island group remains under British control today.

    LARGEST CLASS IN ITS HISTORY

    It has been another successful year for the H. Lavity Stoutt Community College (HLSCC) and this was evident as the College graduated its largest batch of students in its 12-year history. The 2002 graduation exercises was attended by many family members and friends of the graduates, several Members of the Legislative Council and also President-elect of the University of the Virgin Islands Dr. Laverne Raxter. A total of 87 students graduated during the College’s 9th graduation exercises held at the Paraquita Bay campus on Thursday June 13th. The College offers three levels of certification the Certificate of Achievement, the Certificate of Higher Education and the Associate Degree. Students were successful in areas including Business Administration, Computer Studies, Corporate and Trust Administration, Engineering/Architectural Drawing, Human Services, Management Studies, Arts and Science. Nine of those students graduated cum laude, with a Grade Point Average of 3.4+. They are Alfida Cruz-David, Siobhan Flax, Althea Davis, Sherese Fahie, Paul Hazel-Alleyne, Marsha Mitchell, Tasheena Penn, Rosa Turnbull and Anthony Yearwood.

      < BACK TO HISTORY CONTENTS THE COMMONWEALTH CARIBBEAN is the term applied to the English- speaking islands in the Carribbean and the mainland nations of Belize (formerly British Honduras) and Guyana (formerly British Guiana) that once constituted the Caribbean portion of the British Empire. This volume examines only the islands of the Commonwealth Caribbean, which are Jamaica, Trinidad and Tobago, the Windward Islands (Dominica, St. Lucia, St. Vincent and the Grenadines, and Grenada), Barbados, the Leeward Islands (Antigua and Barbuda, St. Christopher [hereafter, St. Kitts] and Nevis, the British Virgin Islands, Anguilla, and Montserrat), and the so-called Northern Islands (the Bahamas, the Cayman Islands, and the Turks and Caicos Islands). To the casual observer, these islands might appear to be too disparate to allow for a common discussion. Consider, for instance, the differences in population, size, income, ethnic composition, and political status among the various islands. Anguilla's 7,000 residents live on an island totaling 91 square kilometers, whereas Jamaica has a population of 2.3 million and a territory of nearly 11,000 square kilometers. The per capita gross domestic product (GDPsee Glossary) of the Cayman Islands is nearly fourteen times as large as that of St. Vincent and the Grenadines. Trinidad and Tobago's population is evenly divided between blacks and East Indians, a pattern quite different from that on the other islands, on which blacks constitute an overwhelming majority. Although most of the islands are independent nations, five (the British Virgin Islands, Anguilla, Montserrat, the Cayman Islands, and the Turks and Caicos Islands) remain British dependencies.

  • Introduction: Relationship with United Kingdom / Britain:
  • The relationship between the British Virgin Islands and United Kingdom / Britain is based on partnership for progress and prosperity. The United Kingdom through an appointed Governor is responsible for external affairs, defense, internal security and public services. As it is stated in the White Paper (“ Britain and the Overseas Territories, A Modern Partnership”. Issued by Foreign and Commonwealth Office).
    “ Britain’s links with the Overseas Territories are long- standing and important. The relationship is rooted in a share history: but it moves forward, too, in partnership. For Britain, the Overseas Territories are a significant element in its national and international identity, and an important responsibility. For the Overseas Territories, their links with Britain are significant too: but so is their individual character and diversity. This intertwined relationship is strong and constant. But it is subtle and changing too. A new and Modern partnership between Britain and Overseas Territories must reflect this relationship. It must be a partnership for progress and prosperity”.
    From the above the relationship between the BVI and UK is based on the above principles. In other words UK relationship with the BVI must be seen in this context; within the overall framework of modernisation and reform, and within UK’s new international role. As participants in the new global order and the new global economy, the BVI as well as other Overseas Territory must embrace reform and modernisation. And in its relationship with Overseas Territories, UK must ensure that its structures and its practices are reformed and modernised. The relationship between UK and BVI and other Overseas Territories needs to be effective and efficient, free and fair. It needs to be based on decency and democracy. Both UK and the Overseas Territories, BVI being one of them have much to contribute to each other. They have done so in the past. They must continue to do so now, and in the future.
