A fter 80 years of British Protectorate, Bechuanaland attained self governance in 1965 and became independent Republic of Botswana on 30 September, 1966. The Botswana Constitution established a nonracial democracy which maintains freedom of speech, freedom of the press and freedom of association, and affords all citizens equal rights. The Constitution provides for a unicameral legislature, the National Assembly. The President candidate, whose declared supporters form the majority of Parliament members, takes the office as President and selects his Ministers from among the members of National Assembly. In addition to National Assembly, there is a House of chiefs with 15 members.

Botswana: government plans to destroy Bushmen Now the government is trying to force the remaining Gana and Gwi into these camps by stopping water deliveries from the borehole on which the Bushmen depend for water, and removing its pump. The Bushmen have become dependent on these water supplies as cattle ranches have encroached on their lands, lowering the water table and drastically curtailing their ability to move over large areas of desert to find water. It has been suggested that the reserve's rich diamond deposits are the real reason behind the government's drive to get the Bushmen out; it also wants to open up the area to tourism. Certainly underlying it all is the government's racist view of the Bushmen: the president himself described them as 'stone age creatures', and other ministers have talked of their need to become 'civilised', and to move out of the reserve so that they can 'drive expensive vehicles'.

    BOTSWANA: Government to provide free HIV/AIDS drug Integrated Regional Information Network - August 11, 2000 JOHANNESBURG, 10 August (IRIN) - President Festus Mogae of Botswana has said that his government would provide free HIV/AIDS drugs at public health facilities for people living with the disease. Addressing the women's wing of the ruling Botswana Democratic Party, Mogae said that with the financial support of international organisations like the Melinda and Bill Gates Foundation, the government would soon purchase the drugs and make them available in clinics, dispensaries and hospitals. The drugs would be issued free since the majority of people could not afford to buy them. The president added that it is not helpful to disown or dispute Botswana's alarming HIV/AIDS statistics. A forthcoming UNDP report says that Botswana's HIV/AIDS prevalence rate has reached 36 percent of the population.

    Bushmen take Botswana's government to court The Gana and Gwi 'Bushmen', who have been evicted from the Central Kalahari Game Reserve, are taking Botswana's government to court. The Bushmen hope that the case, which has started in Lobatse today, will enable them to return to the Reserve, where they have lived for thousands of years. The Gana and Gwi are hoping that the court will declare their eviction illegal. After years of harassment and coercion against the Bushmen, in February the government finally cut off water and food rations to those Bushmen who had remained in the reserve, then demolished their houses and trucked them to resettlement camps. Now the government is heavily restricting Bushmen who want to return to the Reserve. Last week, for example, one Bushman man was given a permit to enter the Reserve for three days only; under the terms of the permit he was not allowed to touch any wood or vegetation, and was followed everywhere by armed guards. Although it claims the reason for the removal is to 'develop' the Bushmen, in reality the Reserve's rich diamond deposits are believed to be behind the policy. Survival International has launched an international advertising campaign under the slogan 'Botswana Diamonds, Bushman Despair.' NB The names Gana and Gwi contain sounds not conveyed by this spelling, and can be written as G//ana and G/wi. Survival omits the symbols '//' and '/' as they are not understood by most people internationally.

    Posted to the web November 11, 2002 Johannesburg The Botswana government has denied that diamonds were behind the controversial relocation of the Basarwa bushmen from the Central Kgalagadi Game Reserve (CKGR), and has accused British lobby group Survival International (SI) of a "campaign of deception". In addition, the Botswana human rights group Ditshwanelo, which is part of an NGO negotiating team on the future of the Basarwa, has distanced itself from SI's campaign which has focused on the alleged role of diamonds and the firm de Beers. It said this "confrontational" intervention had stalled talks between the government and the negotiating team. "Despite exploration over many years, beginning in the mid-1960s, no commercially mineable mineral deposit has been found inside the CKGR. There is neither any actual mining nor any plan for future mining inside the reserve," the government statement said.

    Posted to the web August 31, 2001 The Botswana government may soon test all prospective students for HIV/AIDS, reported the 'Botswana Gazette' on Thursday. Addressing first year students of the University of Botswana last week, career guidance officers from the Ministry of Education said the government was considering testing students compulsorily. The newspaper reported that the overwhelming response of students to the proposed mass testing was negative. A committee member of the National AIDS Coordinating Agency, Rupert Hambira, said that the compulsory testing of students was inhuman. "The government is already failing to help the current large number of people who are infected; what more with the students?" he told the newspaper. LINKS: 1.
