The Blizzard of 1888
The Blizzard of 1888 hit the northeastern United States with a fierce intensity that etched itself into people's memories. An unrelenting fury of heavy snows, bitter cold, and high winds pounded the region from Washington, D.C., to the Canadian border in a storm that lasted for three days in mid-March. The storm took people by surprise, and many were unprepared for the resulting isolation and destruction. Snow was measured in Connecticut between twenty and fifty inches, but high winds caused snowdrifts up to twenty feet in several areas. In one twenty-four hour period, thirty-one inches of snow fell in New Haven with forty-five inches as the total by the end of the storm. Railroad service was halted, businesses had to shut down, and citizens of the state were imprisoned in their homes while the storm raged. It took days for many to dig themselves out. Over 400 people across the east coast died in the storm, and damage was estimated at $20 million. When the storms passed, SNET, just ten years old then, got to work repairing lines and restoring telephone service. While no record has survived of the impact of disruption around the state, it was estimated that in New Haven alone over 25% of telephones were out of service.

DISASTERS WREAK HAVOC FOR FACILITY PROFESSIONALS IN THE 1990S DISASTERS have caused numerous problems in the 90s, teaching cruel lessons that many facility professionals have taken to heart. Some of the recent disasters had been anticipated and planned for far in advance, but even with a lifetime of planning, sometimes nothing can be done to prevent nature's wrath. Let's review some of the major disasters of the 1990s, so far. The Kobe earthquake
On Jan. 17, 1995, the 7.2 earthquake that hit a section of Kobe, Japan, a city of 1.4 million people, shut down power, telephones and hundreds of miles of rail service. An estimated 834,000 households were without gas and 400,000 were without electricity. The quake lasted 20 seconds and snapped vital lifelines to western Japan. The devastation shattered Japan's belief that sophisticated engineering would enable its newer buildings and roads to withstand a major quake. Perhaps the most visible symbol of the earthquake's power was an elevated highway lying on its side. A variety of design decisions made long ago account for the vast structural damage wrought by the earthquake, which destroyed or damaged at least 20,000 buildings. With damage estimates close to the $100 billion range, the quake is one of the most expensive natural disasters on record. Officials in Kobe estimate that the cost of disposing of all the rubble to be $1 million.

In winter disasters, public employees are heroes
In the first two months of this year, communities in the Northeast, Midwest, and Northwest faced a series of disasters. Blizzards, flooding, even an oil spill—and, as usual, public employees rose to the occasion. When disaster struck, AFSCME workers were the sung and unsung heroes—risking their lives and working around the clock behind the scenes. The blizzard and flooding that hit much of the East in January gave the Schoharie Creek (NY) watershed its fourth disaster in ten years. The dedication and tireless efforts of public employees saw citizens through this latest emergency. AFSCME/CSEA member Denise Pangman was among those who responded. Pangman coordinated all incoming phone calls. She talked to people stuck in their homes, people trying to locate their evacuated families, people being evacuated. She talked to citizens calling to volunteer time and equipment. She referred calls to shelter workers and to the Red Cross, sent rescue workers out to those who could be reached, and made hourly calls to those who could not. When the water finally receded, 30 roads and eight bridges had been closed, and 61 homes completely destroyed; 447 homes sustained damage, 2,000 people were affected, and two people lost their lives. The damage to infrastructure is now estimated at ten million dollars.

BOSTON It is remembered as the "storm of the century" for those who experienced this natural disaster. On Feb. 6, 1978, a brutal blizzard hit the Northeast, battering communities from Boston to Philadelphia with record snowfalls, high tides and heavy winds. In New England, some areas recorded more than three feet of snow, at times collecting in drifts as high as 15 feet. Blizzard Of '78 Click Here For More On the 'Storm of The Century' To mark the 25th anniversary, WCVB-TV's StormTrak 5 weather team will trace from the origins to the aftermath of this devastating storm in a one-hour special Friday at 9 p.m. Hosted by meteorologists Dick Albert and Harvey Leonard, "The Blizzard of '78: Storm of a Century" will feature archival footage, interviews with those who survived the storm and an examination of the meteorological phenomena that conspired to close down the region for nearly a week. "The Blizzard of '78: Storm of a Century" will include interviews with some of the more than 10,000 people who were forced into storm shelters due to the emergency conditions. Former Gov. Michael Dukakis will discuss the difficult days when more than 2,000 homes were destroyed, highways were choked with 3,000 abandoned cars and stores were looted.
