General policy Since the adoption of the Rules, the government has established a National task force on Disability Policy. This National Task Force is responsible for drafting a national policy document. The government has also allocated a sum of money for the establishment of a Disability Unit. These are measures taken, in order to convey the message of full participation. According to the Government, the officially recognized disability policy is expressed in guidelines adopted by the Government, in guidelines adopted by a national disability council and in policy adopted by political parties. The emphasis in this policy is on prevention and rehabilitation.
Legislation The rights of persons with disabilities are protected by general legislation. There are not any judicial mechanism adopted to protect the rights of persons with disabilities. Non-judicial mechanisms include an Ombudsman and a governmental body (administrative). General legislation does not apply to persons with different disabilities.

A former British colony and a member of the Commonwealth, Barbados is an island with a dual heritage: English, as is evident from its stone Anglican churches and horse races on Saturdays, and African, as manifested in its music and dance. A lecturer at the Zoology department of UWI, Dr Ramnarine has been involved in research for seven years. He started his academic career in agriculture because he felt it was his duty to help either help produce food or protect the environment. The husband and father of two said the major problem this country faces with the declining fish stocks is the largely unregulated nature of the industry. Laws for fisheries date as far back as 1926 and although different sections have been amended, Dr Ramnarine thinks it needs a lot more work. Some of the methods used by local artisanal (small) fishermen are not the best, he says, and this usually results in catching undersized fish which means unnecessary waste as the now dead, immature, unwanted by-catch (fish which were not targeted) is discarded. This is the reason for the studies.

Income Tax NIS Benefits Sick Benefits ... Benefit Duplication Regulations INCOME TAX THE BARBADOS INCOME TAX STRUCTURE/REGULATIONS The following is a summary of the income tax structure/regulations in Barbados as at 1st January 2001:
  • Structure: Taxes on worker's income are governed by a progressive tax system, i.e. the rate of tax increases as taxable income increases. Assessable income refers to the gross income earned or received in the tax year which is liable to tax. Taxable income refers to portion of which is subject to tax after all the relevant allowances and deductions have been made.
    • Severance payments are not subject to tax Capital gains are not subject to tax
    Rates Of Tax For Individuals:
    • If taxable income is under $24,200 per annum, the rate of tax is 25% If taxable income is above $24,200 per annum, the rate of tax is 40% An individual who is 60 years of age or over and is in receipt of a pension is entitled to a personal allowance of $30,000 per annum Specially qualified employees working in international businesses (Barbados Investment Development Corporation assisted), with the approval of the Minister of Finance, may qualify for up to 35% of their salary to be exempted from income tax.

        On assessable profits - 5% On premium income - 1.5% to 6%

    It has however come to our attention that beach conditions in the Worthing area (Sandy beach), and conditions in the Graeme Hall swamp have been allowed to deteriorate to an unacceptable level over the years, to the extent that if left unchecked, may become a National ecological embarrassment. Over the last two to three, decades changes have been occurring to the southern coastal zone. A wide variety of groins, breakwaters, submerged breakwaters and other modifications to the original coastline, were undertaken. Some of these structures while generating property specific protective benefits have impacted the distribution and long shore transport of biogenous sand in localized areas along that coast.
    This has certainly been the case at Sandy Beach at Worthing as the beach has widened so significantly
