    INTRODUCTION
    Background: An Orthodox Christian country, Armenia was incorporated into Russia in 1828 and the USSR in 1920. Armenian leaders remain preoccupied by the long conflict with Azerbaijan over Nagorno-Karabakh, a primarily Armenian-populated exclave, assigned to Soviet Azerbaijan in the 1920s by Moscow. Armenia and Azerbaijan began fighting over the exclave in 1988; the struggle escalated after both countries attained independence from the Soviet Union in 1991. By May 1994, when a cease-fire took hold, Armenian forces held not only Nagorno-Karabakh but also a significant portion of Azerbaijan proper. The economies of both sides have been hurt by their inability to make substantial progress toward a peaceful resolution.

    Armenia: Government Maintains Momentum For Privatization
    By Emil Danielyan Armenia's privatization program is in full swing despite a recent setback in the sell-off of the country's electrical utilities. RFE/RL correspondent Emil Danielyan reports from Yerevan that the government hopes to privatize 14 large enterprises before the end of the year but politics and populism are getting in the way. Here is his report. Yerevan, 22 June 2001 (RFE/RL) The failure two months ago of an international tender on electrical utilities was a setback for the decade-long privatization process in Armenia. But it seems to be having little bearing on the sell-offs of 14 large enterprises decided upon more than a year ago. Their sales are moving rapidly, and government officials hope that they will be largely completed by the end of the year thereby adding to the private sector's dominance of Armenia's economy. Ashot Markosian, deputy minister of state property, tells our correspondent: "Despite some snags, we are moving forward and hope that before the end of the year the government will have taken decisions on privatization deals involving the overwhelming majority of these enterprises."

    Armenia: Government Revamps Power Grids After 2001 Privatization
    By Emil Danielyan Armenia's state-run power utilities are undergoing a major shake-up aimed at making them more attractive to foreign investors, who showed little interest in buying them last year. Having twice failed to privatize the linchpin of the Armenian energy sector last year, the government in Yerevan is now pursuing a safer, and apparently more realistic, option: that is, to find a private operator capable of ending its huge losses and improving its management. Western lenders and donors say the government stands a better chance of success this time around. Yerevan, 6 May 2002 (RFE/RL) Preparations are now under way for leasing Armenia's loss-making electricity distribution companies to a foreign company. Officials say international bidding for five-year management rights to one of the most reformed but still inefficient sectors of the Armenian economy is likely to take place this autumn. Speaking to reporters last week, Energy Minister Armen Movsisian said: "According to the timetable approved by the government, by the middle of the year we should have a draft agreement on the transfer of the distribution networks to a foreign company. We will be able to call an international tender by the end of the year."
