Arizona's charter schools are living up to their legal mandate to increase student choice, charter experts say. Whether they have improved student achievement - another mandate - is a little more in doubt. Experts say it's hard to generalize charter school performance because their missions are as dissimilar as college preparatory and dropout prevention. For the latter, simply keeping students in school is success - no matter how they score on AIMS and Stanford 9 tests. The educational reform effort has grown so fast here during the past five years that the state is likely to reach its charter school saturation point soon. "We have charter schools in every county. And they're wildly diverse. There are schools in more than 80 communities," says Mary Gifford, director of education policy for the Phoenix-based Goldwater Institute. "The fact that we have 401 charter school sites says we have accomplished the first" requirement. Gifford says the Goldwater Institute, a conservative political think tank, will release a study soon that shows charter school freshmen typically fare worse than mainstream freshmen on standardized tests.

AN ACT AMENDING TITLE 15, CHAPTER 7, ARTICLE 7, ARIZONA REVISED STATUTES, BY ADDING SECTION 15-796.01; RELATING TO SCHOOL DISTRICT BUDGETING AND FINANCIAL ASSISTANCE. Be it enacted by the Legislature of the State of Arizona: Section 1. Title 15, chapter 7, article 7, Arizona Revised Statutes, is amended by adding section 15-796.01, to read: Alternative schools A. EACH COUNTY MAY OPERATE AN ALTERNATIVE EDUCATION PROGRAM TO SERVE CHILDREN IN GRADES SIX THROUGH TWELVE. THE COUNTY SCHOOL SUPERINTENDENT SHALL AGREE WITH SUPERINTENDENTS OF ALL SCHOOL DISTRICTS IN THE COUNTY ON THE METHOD OF DELIVERY OF SERVICES TO STUDENTS IN NEED OF ALTERNATIVE EDUCATION SERVICES. B. THE STATE BOARD OF EDUCATION SHALL PRESCRIBE STANDARDS AND ACHIEVEMENT TESTING REQUIREMENTS FOR COUNTY ALTERNATIVE EDUCATION PROGRAMS THAT SHALL ATTEMPT TO ENSURE THAT THE PROGRAMS ARE COMPATIBLE WITH PUBLIC SCHOOL EDUCATION GOALS AND REQUIREMENTS. THE COUNTY SCHOOL SUPERINTENDENT SHALL ATTEMPT TO COORDINATE THE PROGRAM WITH EACH PUPIL'S SCHOOL DISTRICT OF RESIDENCE TO ASSIST THE PUPIL'S TRANSITION BACK TO THE SCHOOL DISTRICT AT THE APPROPRIATE TIME. C. A COUNTY MAY OPERATE ITS ALTERNATIVE EDUCATION PROGRAM THROUGH AN EXISTING ACCOMMODATION SCHOOL.

School accountability A. The department of education shall compile an annual achievement profile for each public school. B. Each school shall submit to the department any data that is required and requested and that is necessary to compile the achievement profile. A school that fails to submit the information that is necessary is not eligible to receive monies from the classroom site fund established by section 15-977. C. The department shall establish a baseline achievement profile for each school by October 15, 2001. The baseline achievement profile shall be used to determine a standard measurement of acceptable academic progress for each school and a school classification pursuant to subsection G of this section. Any disclosure of educational records compiled by the department of education pursuant to this section shall comply with the family educational and privacy rights act of 1974 (20 United States Code section 1232g). D. The achievement profile for schools that offer instruction in kindergarten programs and grades one through eight or any combination of those programs or grades, shall include the following school academic performance indicators: 1. The Arizona measure of academic progress. The department shall compute the percentage of pupils enrolled in the school for at least one academic year who have achieved one year of academic progress.

ASBA's SUMMARY OF THE STATE BOARD OF EDUCATION MEETING Vol. III, No. 7 August 26, 2002 BOARD MEMBERS PRESENT: Frank Alvarez, President; Dr. Wade McLean, Vice-President; Nadine Basha, Lay Member; Dr. Matthew Diethelm, Lay Member; Conkie Hoover, Community College Representative; Dr. Peter Likens, University President; Linda Arzoumanian, Pima County School Superintendent; Jaime Molera, Superintendent of Public Instruction and Catherine Kaspar, Teacher Representative. TEACHERS FOR TOMORROW PRESENTATION: Dr. Clara Lovett, former President of Northern Arizona University made a presentation to the Board about a project that she is coordinating to recruit older college graduates into the teaching profession. There will be six pilot states and interest was expressed by the Board in having Arizona organize a work group in preparation for consideration of becoming one of the pilot states since Arizona is experiencing such a serious teacher shortage. Dr. Lovett explained the project as one to erase the 200 year old stereotype of young, inexperienced teachers by recruiting people who are experienced and can demonstrate what they can do. CONSENT AGENDA: The question was raised about a school district not in compliance with the USFR being approved to receive a $300,000 grant. The response was that the grant is an existing multi-year grant that cannot be changed. The Board indicated that future RFPs may have an addition that indicates grants can be withheld if there is noncompliance with the USFR.
