From the Anguilla Local News - Site Map. New public buildings are going up in Anguilla this year at a fantastic pace. Work on two major projects is ahead of schedule and due to be completed before the end of 1998. These buildings are near the old police headquarters and the National Bank of Anguilla. The new Courthouse and Parliamentary building (first picture to the right) is being constructed by Oliver Brooks, from a design by architect David Kenworthy. Oliver says that things are going well on the 11,600 sq ft building, which will provide an air conditioned setting for the House of Assembly, the courts, and judge's chambers, holding cells, etc.
The second project is the new Police Headquarters, a large two story complex next door to the existing Secretariat (second picture to the right). The project manager is Gareth Orchard, of local firm Orchard, Romney, Beck and Associates and the architect was David Brazier. When finished it will provide Anguilla with all the modern police facilities, including training facilities and a secure intelligence area on the floor. Revised: April 04, 1998

History: The name Anguilla
Government: Anguilla is a separate dependency under the British government, and the 1982 constitution provided that executive power should be in the hands of the Governor, who is appointed by the British Monarch. The Executive Council, led by the Chief Minister, advises the Governor. The legislature comprises the House of Assembly, seven members of which are elected by universal adult suffrage for five-year terms, two are ex officio , and two appointed by the Governor.

History
The Leeward Islands British dependencies lie east of Puerto Rico in the region where the Greater Antilles and Lesser Antilles meet. The British Virgin Islands, immediately east of their United States counterparts, consist of more than forty islands, rocks, and islets, the most important of which are Tortola (containing the capital of Road Town), Virgin Gorda, and Anegada (see fig. 16). Anguilla (pronounced "an-GWIL-a") lies some 120 kilometers east of the British Virgin Islands (see fig. 17). It is small, but its territory includes several even smaller islands. Montserrat, also a small island, lies 180 kilometers southeast of Anguilla, not far from Antigua. Christopher Columbus discovered the Virgin Islands and Montserrat on his second voyage to the West Indies in 1493. He named the former "Las Virgines" in honor of St. Ursula, an Englishwoman who is alleged to have traveled to Germany with virgin attendants and to have been martyred there. Columbus named Montserrat after the mountain in Spain on which Ignatius Loyola established of the Society of Jesus (the Jesuits). Whether or not Columbus also sighted Anguilla during this 1493 voyage remains uncertain. Historian Thomas Southey made the first known mention of the island in 1564, after a French expedition passed it on a voyage from Dominica to Florida. The island apparently received its present name from its long, narrow shape and serpentine shoreline. Anguilla means eel in Spanish.

In November of 1994 I moved from The States to Anguilla in the Caribbean. I think of this as "voting with your feet" . Anguilla is a great place to do business , with a consumption-based tax system that encourages savings, investment and growth. There is no income tax, capital gains tax, or inheritance tax. I work at Offshore Information Services Ltd , which helps businesses locate in Anguilla on our servers. We have had some publicity over the years. My education and training are in Computer Science. I have a BS in EECS from Berkeley, a MS in CS from Carnegie Mellon, and did most of the work for a PhD at Carnegie Mellon (I am ABD). My thesis project was the Alex Filesystem that lets you access FTPable files on the Internet just like you access local files.
When I moved to Anguilla , I rented a nice 2 bedroom house in Old Ta. As is true of many many houses in Anguilla, I have a fantastic view . My rent was only $500/month. I figure a similar house with a good view in California would cost me $1,500/month (partly higher because in The States probably $500/month would be going to the landlords property tax). In The States I would have to earn $3,000 before taxes to be able to pay the $1,500. So the result really is $2,000 to government and $1,000 to the landlord. So I would have to earn 6 times as much to pay rent there, and 2/3 of the money would really go to governments.
I think that the internet and encryption are going to make for some fun and exciting changes in society. The Cypherpunks mailing list is for people with similar views. I have setup my own
