JUNEAU - Governor Frank H. Murkowski today appointed seven new members to the Alaska State Board of Education and Early Development, including retiring Education Commissioner Shirley J. Holloway. The other members named were Anchorage resident Esther J. Cox, Juneau resident Patsy DeWitt, Delta Junction resident Richard Mauer, Soldotna resident Sylvia J. Reynolds, Point Hope resident Rex Rock and Anchorage resident Tim Scott. By Alaska statute, the Board of Education appoints the Commissioner of Education and Early Development and subject to the approval of the governor. "Alaska's educational needs have always been unique compared to other states. I truly believe that these unique challenges can be met, while fulfilling our commitment to better educate our children," said Murkowski. "I appreciate the willingness of these new board members to take on the challenges faced by the state, the education community and our children. "I am especially pleased that Education Commissioner Shirley Holloway will be a board member. I value her experience and wisdom and believe that she will be a guiding light for Alaska's education system. I know she was looking forward to retirement and spending more time with her grandkids, and I appreciate her commitment to public service," Murkowski said.

Why is NEA-Alaska involved in politics?
The legislative and political processes profoundly and fundamentally impact public education in Alaska. This impact runs the gamut from money decisions to the enforcement of student discipline policies and affects all public education stakeholders. Among the stakeholders particularly impacted are the men and women who work in the public school system. Their salaries, benefits, hours, and daily working conditions are directly related to decisions made by local, state, and national governmental bodies. Every decision that affects education is a political decision. Here are just a few examples:

Special recognition was given to Board Member Ida Olemaun for receiving the Distinguished Service Award from the National School Board Association. A Music Award was given to Lillian Maupin by the Board of Education for her selection to the All-State Band. Lillian plays trombone and is a junior at Barrow High School The All-State Band concert was held Novmeber 23, in Anchorage.
Certificates of special recognition were given to the participates of the 2002 Special Olympics Alaska Bowling Tournament held November 15-17, 2002 in Anchorage. GIRLS: Singles Division: Martha Anderson- 6th place; Nellie Kagak- 2nd place, Silver medal; and Justine Sheehan- 1st place, Gold medal. BOYS: Singles Division: Lennie Bodfish- 8th place; Larry Kaleak- 6th place; and Thomas Merly- 5th place. Doubles Division Martha/Lennie- 6th place; Thomas/Larry- 4th place; and Justine/Nellie- 4th place. Team Division: Martha, Nellie, Justine- 2nd and Larry, Thomas- 7th place.

SCHOOL BOARD REPORT December 6, 2001 Special Recognition:
Special recognition was given to Assistant to the Superintendent Edith Vorderstrasse who is now the newly elected Mayor of the City of Barrow, for her six years of service with the North Slope Borough School District. Highlighted School - Nuiqsut Trapper School: Special reports were presented by the Nuiqsut Trapper School teachers Linda Lockwood, Roger Lockwood, Patricia Kuilboer, Jason Garman, Christine Stegall, Keith Stegall, and Principal Patricia Groholski, which highlighted the students' academic achievements in Nuiqsut Trapper School. Principal Groholski reviewed the after school 21't Century Learning Center opportunities for students, parents and community members. She shared the elders' involvement in teaching the students sewing, cooking, and cutting. Superintendent's Report: Superintendent Arnhart reported on the first semester's accomplishments throughout the District. Hopson Middle School won the highest attendance award for November with a 90.18% attendance rate. The students chose pizza for their reward and the pizza party will occur on December 19.

Fairbanks Music Teacher Named 2003 Alaska Teacher of the Year
Alaska's 2003 Teacher of the Year is Alicia Lewis, a music teacher at Lathrop High School in the Fairbanks North Star Borough School District. "Alicia represents the best qualities of Alaska's teachers and is going to be an outstanding Teacher of the Year," Holloway said. "She does a marvelous, creative job with our children in her music classes. Her outstanding reputation among students, fellow educators and parents shows she has the qualities and abilities to represent teachers who are working hard in their classrooms all over the state to better the lives of children." Kathryn Berkowitz, a high school English teacher at Bartlett High School in Anchorage, with 18 years of teaching experience, was appointed 2003 Alternate Alaska Teacher of the Year. Lewis earned bachelor and master of music degrees in 1988 and 1990 from the University of Michigan. She completed coursework leading to teaching credentials at Wright State University and has taken additional coursework at the University of Alaska Fairbanks. She taught K-12 music at Tikigaq School in Point Hope in the North Slope Borough School District from 1995 to 1997 and music and reading at Hunter Elementary School in Fairbanks from 1997 to 2002 before moving to Lathrop High this year. From 1990 to 1993 she was artist-in-residence with the Michigan Opera Theater, and from 1990 to 1993 was private voice adjunct staff at Marygrove College in Detroit.

(a) A board may take the following disciplinary actions, singly or in combination:
permanently revoke a license;
suspend a license for a specified period;
censure or reprimand a licensee;
impose limitations or conditions on the professional practice of a licensee;
require a licensee to submit to peer review;
impose requirements for remedial professional education to correct deficiencies in the education, training, and skill of the licensee;
impose probation requiring a licensee to report regularly to the board on matters related to the grounds for probation;
