For over 26 years, Landsat images have been used to help urban planners understand where growth is taking place and help geographers evaluate how different urban planning programs effect population growth and land use. Baltimore City and the counties that border it have at least 10% and up to 40% (indicated in yellow, orange, and burnt orange colors) impervious surface area, indicating that pollution from runoff is a problem. The District of Columbia and surrounding watershed in Virginia and Maryland have between 10-30% impervious surfaces (yellow and orange.) Areas between and beyond Baltimore and DC are more green with less than 10% impervious surfaces. Masking the areas (bottom left and right) highlights the difference between the more undeveloped areas versus the spread of urban areas.

Extractions: Images and captions Landsat homepage NEW SATELLITE MAPS PROVIDE PLANNERS IMPROVED URBAN SPRAWL INSIGHT A major advance in satellite-based land surface mapping has led to the creation of more accurate and detailed maps of our cities. These maps provide urban planners with a better understanding of city growth and how rainfall runoff over paved surfaces impact regional water quality. Maps taken from space are invaluable to city planners and state agencies monitoring water quality in urban areas, and are replacing the more expensive and time-consuming traditional aerial photography. These space-based maps of buildings and paved surfaces, such as roads and parking lots, which are impervious to water, can indicate where large storm water runoffs occur. Concentrated amounts of runoffs lead to erosion and elevated amounts of soil and chemical discharge into rivers, streams and ground water. Scott Goetz, Project Manager of the NASA-sponsored Mid-Atlantic Regional Earth Science Applications Center (RESAC) at the University of Maryland, presented these highly detailed surface maps today at the American Geophysical Union spring meeting, Boston, MA.

Cities are potentially as big an influence on local rainfall and temperatures as more general, large-scale changes in the climate, they say. Skyscrapers and closely packed houses are of particular concern, a panel of UK climatologists told the British Association's science festival in Leicester. Both designs of building could increase local rainfall by creating low-level turbulence in the air, said Professor Chris Collier of the University of Salford in Greater Manchester. Another issue is so-called "heat islands" created by hot air from factories, cars, and people crammed into cities. The centre of Manchester, for example, is warmer than surrounding rural areas by about 8 degrees Celsius.

Road construction seems to be everywhere and traffic is more heavy than it used to be; new strip malls and "big box" stores are popping up; and land on the outskirts of your town is being cleared for new housing subdivisions. Your community could be experiencing urban sprawl, an issue that has affected cities and towns across the country as well as the Great Lakes region. Urban sprawl can be generally defined as wide-spread, low-density development that consists primarily of strip commercial developments, such as malls and large office buildings, and housing subdivisions connected by new, wide roads and boulevards. The subdivisions are set apart from other development and built within a specific price range, and people are dependant on their cars to get them from one place to another. With sprawl, fewer people occupy more land and as the people spread out, so do the buildings, roads and houses. Urban sprawl is difficult to define but people usually know it when they see it. The following maps describe what an urban sprawl suburb might look like (left) compared to the land use plan of a town that avoids sprawl (right).

It is ubiquitous and its effects are impacting the quality of life in every region of America, in our large cities and small towns. Urban sprawl can be measured using the U-Index (Human Use Index). The U-Index is a measure of the total watershed area that is covered by either urban or agricultural lands. Based upon the information provided by the U-Index, the greatest areas of urbanization in the Mid-Atlantic region occur in the Chesapeake Bay area. Why should we be concerned? Since the end of World War II, the American Dream has been defined as a house in the suburbs and two cars in the driveway. Sparked by a series of federal and state government policies, including home buying subsidies provided by the GI Bill, massive road building projects and community planning designed around the car, Americans abandoned the cities for greener pastures in suburbia. It is clear that public spending can, and does, affect private decisions about where to live, where to work, and where to build.
