Indeed, a 1999 study by t he Centers for Disease Control and Prevention found that Atlanta's pedestrian fatality rate increased 13% from 1994 to 1998, while the national rate declined by 9.6%. The Clinton Administration and environmentalists warn that urban sprawl, or unregulated suburban development, undermines our quality of life. They argue that urban sprawl exacerbates traffic congestion, scars the landscape with ungainly strip malls and consumes the scenic open space that attracts people to the suburbs in the first place. Even more alarming, Vice President Albert Gore says, if steps aren't taken now to curb sprawl, urbanization will consume so much farmland that the United States may run out of enough agricultural land to feed itself in the 21st century and, for the first time in the nation's history, become a net importer of food. So serious is the threat allegedly posed by sprawl that the Administration has proposed a $10 billion program aimed at combating its pernicious effects by funding more mass transit programs, increasing the purchase of land for parks and open space and funding other projects ostensibly aimed at improving the quality of suburban living. But the threat posed by sprawl to rustic open spaces and farmland is grossly overstated by the Clinton Administration. While the Administration plays upon people's understandable but misguided fears about the destruction of open space, the record from the U.S. Department of Agriculture's Soil Conservation Service show that less than 5% of the United States is developed. Moreover, for several decades now, the amount of land that is dedicated to parks and other conservation uses has greatly exceeded the amount of land that has been urbanized.

"Whether we consider London as a young man refreshed and risen from sleep," says the city's biographer Peter Ackroyd, "or whether we lament its condition as a deformed giant, we must regard it as a human shape with its own laws of life and growth." This growth can be alarming. Soaring urban air pollution, noise, traffic congestion, lack of open space and overcrowding, has driven some US citizens to place sprawl at the top of their worry list. It is, "undermining America's environment, economy and social fabric," says Donald Chen, director of Smart Growth America, an organization that seeks to improve urban conditions.

But better data are needed. The data that are appropriate and useful at the community level have fallen between the cracks of large-scale land cover research projects and small-scale landscape structure analyses. The NEMO Project has demonstrated that 30-meter pixel land cover data derived from Landsat Thematic Mapper (TM) imagery can be used for educational and planning applications at the local level. But more accurate land cover information is needed if we are to move beyond first generation impacts of educational programs and provide local end-users with information and products that can be easily and directly incorporated into land use plans and policies. Extractions: Characterization of urban sprawl In addition to better estimates of impervious cover, we need methods with which to relate both the temporal growth of sprawl and the relative position of the percent impervious surface within local landscapes or watersheds, i.e ., an index (or indices) of sprawl. Such an index would give community leaders the ability to assess their current condition, and project the future consequences of their land use plans and regulations. Temporal characterization Remote sensing data from the Landsat family of satellites were chosen as the basis for determining land use change for the Salmon River Watershed in Connecticut. Data include MSS, TM, and ETM+ from 1973 to 1999. At present, land cover classification has been concentrated on springtime, leaf-off imagery, although the value of multiseasonal data is well-known and they will be incorporated into future analysis. NAUTILUS will continue to add to this archive of Landsat data for this watershed as well as the others. To date, eight Landsat MSS and TM images of the Salmon River Watershed have been analyzed, using an unsupervised, post-classification labeling approach: 1973 MSS, 1976 MSS, 1981 MSS, 1983 MSS, 1985 TM, 1988 TM, 1993 TM, and 1995 TM. Following the creation of 200 clusters, land cover classifications were labeled into general categories of urban, agriculture, forest, water, wetland, and barren. This window shows a false-color composite for each image and the corresponding land cover for a small sample portion of the study area. Although difficult to detect in the MSS imagery, it can be noticed in the 1976 MSS image the beginnings of a residential development occurring in the upper central portion of the image. This development occurred at the loss of forest land cover. Over time, the development has increased in size and becomes more readily apparent in the TM images.
