As a Muslim country and frontline Nato member, Turkish strategic importance has grown significantly since last Tuesday. There are about a dozen grey American and British fighter aircraft and transport planes standing in the shimmering heat on the runway at the Nato base at Incirlik. They are used on a daily basis to patrol the no-fly zone over northern Iraq imposed after the Gulf War 10 years ago.

After all, if it was so bad, surely Amnesty would say something?

The two political foes united earlier this year to form a coalition government designed to keep a rising Islamic party from taking power. But the partners appear to have spent more time attacking each other than the opposition Islamists. Now Ciller says she will call it quits, and has urged Yilmaz to resign. The move has not immediately toppled the government of Yilmaz, who is currently on tour in Bosnia. He may try to hang onto power, waiting to see if Parliament forces him to resign. Relations between he and Ciller deteriorated badly in recent weeks. Yilmaz has publicly questioned her about a multi-million dollar secret slush fund that she allegedly managed while she was prime minister. Those charges were originally brought by the Islamic fundamentalist-backed Welfare Party. Ciller, in turn, has accused Yilmaz of getting rich at taxpayers' expense. Adding to the turmoil, a recent court decision also instigated by Welfare that an earlier vote of confidence in the shaky government was not valid.

But two of Erbakan's cabinet ministers members of former prime minister and now foreign minister Tansu Ciller's pro-Western faction resigned before the prime minister's Saturday meeting with the generals. Industry Minister Yalim Erez and Health Minister Yildirm Aktuna were at odds with Erbakan's reluctance to put the army's measures which would curb the influence of Islam in everyday life into effect. "I told Mrs. Ciller that this government wouldn't serve any good to the country and to democracy," Erez said in announcing his resignation. Ciller, Erbakan's uneasy government partner for the past 10 months, was angry with Erez and Aktuna's resignation. "It is not up to them to decide over the future of the government," she said.

In naming Mesut Yilmaz, 50, as the next prime minister, Turkish President Suleyman Demirel rejected an Islamic party's bid to stay in power until new elections. Yilmaz has been Turkey's prime minister twice before and will now have to patch together a coalition from among a host of squabbling secularist leaders after Erbakan stepped down Wednesday as modern Turkey's first Islamist leader. Erbakan called the president's action "wrong" and undemocratic. "To suddenly make the appointment after talking only to the opposition is against democratic practice," he said. Yilmaz, the head of the Motherland Party, said he would try to submit the new government to Demirel for approval by June 30. The government must then win a vote of confidence in the 550-seat Parliament.
