The State Board of Education (SBOE), the state Commissioner of Education, and the Texas Education Agency make up the Central Education Agency. The State Board of Education, composed of 15 elected members from 15 different regions of the state, provides state-level administration for Texas public education. The Texas Education Agency is managed by the Commissioner of Education. Its approximately 1,175 employees provide overall policy guidance to local districts and also monitor state and federal funds. In addition, the agency provides curriculum assistance, accredits school districts, operates research and information programs, monitors for compliance with federal and state guidelines, and serves as the fiscal agency for state and federal funds. The national trend is toward more site-based management of public schools. State leadership is reviewing the mechanism of delivering site-based management and rewarding innovative programs through reduced rules and regulations. A recent management audit by Price Waterhouse (1990) concluded that the agency's organizational structure was a significant impediment to improved performance.
