The International Teaching Assistant Language Program is designed to assist international students in meeting that requirement. The ITALP is a service including: Teaching Simulations Audio and Videotaping Apprenticeship Teaching ITA Language Program Registration Form To learn more about ITALP or to sign up, please visit the CTD offices (located on the third floor of Center Hall). All international graduate students are required to demonstrate a high level of oral and aural competence in the English language before they can be employed as a teaching assistant. In order to assess the level of language proficiency, all departments are required to screen prospective TAs. A screening consists of a 15-20 minute impromptu interview, during which the student must respond to general and discipline-specific questions. The testing panel evaluates the responses for level of presentation ability and overall language proficiency, including pronunciation, listening comprehension, speech flow, vocabulary, grammar, and organization. The ITALP coordinates the departmental screenings.

This English-proficiency assessment is not used in the admissions process, but rather for placement of students after they have arrived at Emory. Results of the assessment are used to place students who need English language support in one or more classes for the academic year. Students must complete the courses in their particular areas of need during the first academic year. Graduate students are required to take both the speaking and writing components of the Emory-Specific English Language Assessment. ORAL SKILLS The Emory Initial Oral Assessment consists of a twenty minute tape-recorded conversation between a trained interviewer and a student. The speech sample is scored by two raters and measures patterns of strengths and weaknesses establishing the students level of consistent functional ability. A ranking system of 1.0-4.9 is used to describe the student's oral proficiency. Based on the score attained, a student will be recommended for full participation in the TATTO Program or be required to take ESL support courses during his/her first year at Emory. A student who receives 4.0 and above is recommended for full teaching and has no ESL course requirements whereas a student who receives 3.0-3.9 is recommended for supervised teaching and required to take two oral skills courses. No teaching is recommended for a student who scores 2.9 and below, and the student must complete three ESL courses.

The National Research Council (NRC) proposes to establish a study committee to examine existing and alternative measures of teacher preparedness, consider their role in licensing new teachers, and explore options for improving the existing uses of tests and developing viable and promising alternatives. The committee will rely principally on evidence from research on teacher quality, scientific studies of educational testing and measurement, and the experiences of practitioners in teaching, teacher education, and teacher assessment. In addition, the committee will examine evidence from other fields, such as organizational psychology, law, and occupational licensure, that can inform the development of innovative teacher quality measures. The committee will situate its work in the broader context of school reform and be particularly concerned with the multiple purposes of teacher testing, such as alignment of teacher qualifications with emerging content and performance standards for student achievement and public accountability. Links between teacher education, licensure, and advanced certification systems, as well as the implications of research on cognitive foundations of teaching, learning, and assessment will also be considered.
