Dr. Joyce Lynn Garrett, Dean, welcomed members and outlined the purpose of the Advisory Committee. Dean Garrett asked the Advisory Committee to develop guidelines for itself and make recommendations to the College of Education Leadership Team. Dean Garrett encouraged a mutually agreeable relationship between the university and the schools in addressing the needs of teaching and developing research. Dr. Waite gave an overview of the programs explaining recent program revisions that have been made to move teacher preparation programs forward. Dr. Waite delivered a Powerpoint presentation describing the governance and organization of the College of Education and the Office of College School Partnerships and Field Experiences; accreditation requirements; and the challenges associated with moving from an input to output system of accountability was delivered.

She holds a Bachelor of Music Education degree from East Carolina University. In describing Ms. Hoyle, her former principal, Kay Glover, said, "her professional knowledge of the cultural arts program, her initiative, her creativity and her dynamic personality have made her one of the most notable educators in Onslow County. As a professional she rejoices in diversity, and embraces the community as a valuable resource for educating students and underscores the importance of broadcasting the good news about education in North Carolina." Earl Manners, OSSTF president, met with the work group to discuss the importance of occasional teachers within OSSTF. The work group discussed strategies for improved representation of occasional teachers. Manners expressed appreciation for the strong support of occasional teachers in the May all-member vote. Bill Reith, executive assistant at Provincial Office, addressed the work group on issues surrounding a benefit package for individual occasional teachers. The work group completed a draft of the Terms of Reference for the Occasional Teacher Advisory Group (OTAG) which will be presented to the Provincial Executive. This document outlines the organization and responsibilities of the workgroup. The group investigated the possibility of an insurance package being available from a carrier that would allow Occasional Teachers to purchase a benefit package. The package was examined but found the cost to individual members to be prohibitive. OTAWG recommends that bargaining units continue to negotiate improvements to benefits through the collective bargaining process. Copies of existing clausal language covering benefits for Occasional Teachers can be accessed through the Provincial Collective Bargaining Department. The Group is investigating a process whereby Occasional Teachers may submit an application for membership on OTAWG. The Work Group will be issuing a newsletter to Occasional Teacher Bargaining Unit Presidents in the near future.
