Nunavut, subject to the Canadian Constitution and the Charter of Rights and Freedoms, will be a public government with all of its citizens having the same rights. The idea to split the Northwest Territories into two new territories was first introduced as a bill in the federal House of Commons in 1965. Some eastern Arctic residents appeared before a House of Commons committee to oppose the bill because the population had not been properly consulted. As a result, the bill never got second reading and died on the order paper. The federal government wanted the issue examined further, and created the Carrothers Commission to study political development in the North and to report back to Parliament. In 1966, after holding hearings in northern communities, the three-man commission recommended that the issue of dividing the Northwest Territories be further examined in 10 years. It was almost a decade later when the Inuit started to force the issue of division onto the agenda of the Northwest Territories Legislative Assembly. The assembly was very hostile to the idea and wanted, instead, to devolve more power to the territorial government from the federal government. The Inuit opposed this devolution of powers, insisting that the issue of division be resolved first.

Using Technology Technology Article T E C H N O L O G Y A R T I C L E Students in Arviat, Nunavut, Canada, interviewed local elders and studied traditional skills as part of the Arviat Iglu project. In the process, the kids used technology tools of the present to learn about the past and to preserve it for future students. Included: Student interviews with Arviat's elders. Students from Arviat in Nunavut, Canada, recently became amateur historians and reporters as they interviewed local elders about the Inuit way of life. The interviews were part of a community-based effort to create a Web site preserving Arviat's heritage and the Inuktitut language. The Arviat Iglu Web Site was the first of its kind. Designed to be a resource for students and teachers, the site contains information about the traditional way of life of the Inuit people, including their homes, heritage, and region. One portion of the site highlights Levi Angmak Iliniarvialaaq Elementary School's "Classroom in the Iglu" project. In this annual activity, students learn to build an actual igloo. Once construction is complete, the students travel each day from their classroom to the igloo, using it as an authentic alternative classroom. The students study traditional skills and carry out activities typical in an Inuit winter camp.

For thousands of years Inuit have lived off the land, travelling year-round in search of wildlife including caribou, seal, fish, birds, walruses and whales. Nunavut, which translates to "our land", becomes Canada's newest territory in 1999. It stretches some 1.9 million square kilometres in the north covering nearly one-fifth the size of Canada. The territory includes three regions: Baffin, Kitikmeot and Keewatin. The history of the Nunavut Land Claims Agreement began in 1976, when Inuit Tapirisat of Canada (ITC) presented the Canadian government with a land claim proposal that would effectively split the Northwest Territories along the tree line. In 1993, after years of negotiations the Inuit, the Canadian government and the government of the Northwest Territories signed an agreement that is the largest Aboriginal land claim settlement in Canada's history. At the same time, legislation was passed that will lead to the creation of a new territory called Nunavut on April 1, 1999. Efforts are well under way to create the infrastructure for the new public government that will serve both Inuit and non-Inuit. Iqaluit , the largest community in Nunavut (population 3,800) was named the capital of the new territory, through a public plebiscite held in 1995. On April 1, 1999, Nunavut became Canada's newest territory, encompassing the central and eastern Arctic regions nearly one-fifth of Canada's land mass. Originally part of the Northwest Territories, Nunavut's creation was first proposed in the mid-1970s as part of the Inuit land claim. Nunavut has a population of about 25,000 - of whom 85 per cent are Inuit and 60 per cent are under the age of 25. Close to one-fifth of this population lives in the Iqaluit community. Winter is close to nine months long in this region, with snow covering the ground for most of the year. Mining, shrimp and scallop fishing, hunting and trapping, arts and crafts production are the key industries. Tourism is also a growing industry, with major attractions such as Auyuittuq National Park, and the chance to experience Inuit culture first-hand. Three new national parks will be created under the terms of the Nunavut land claim settlement.
