In 1997, reforms of the Power Reactor and Nuclear Fuel Development Corporation (PNC) were being discussed intensely and deliberations on the development of fast breeder reactors also were intense, so the nuclear energy white paper was not prepared. However, since the PNC Reform Law was passed by the Diet in May 1998 and that matter has been settled for the time being, the general trends of nuclear energy during the past year and a half could be summarized in the 1998 White Paper. The White Paper has two parts: Part I "Main Chapters" and Part II "Resources". Chapter 1 of Part I, titled "Restoring Public Confidence," explains the current status of measures relating to the nuclear fuel cycle. These include actions taken based on the decision of the Atomic Energy Commission in January 1997 and the cabinet consent in February of the same year (on measures for MOX fuel use in LWRS, spent fuel management, back-end measures, fast-breeder research and development, and reprocessing measures), progress of PNC's problems and its organizational reform, efforts by the Atomic Energy Commission to deal with these problems, and lessons for the future. The chapter also indicates the efforts being taken to restore public confidence, including information disclosure, improvement of transparency of the policy-making process, and promotion of dialogue. Based on these trends, Section 4 of Chapter 1 advises that the Atomic Energy Commission plans to challenge current policy issues, as it keeps in mind the construction of a vision of nuclear energy development and use in the 21st century. The Atomic Energy Commission also will strengthen further its efforts to promote public understanding and cooperation, in part by forming a new Round-Table Conference on Nuclear Energy Policy. Further, the Atomic Energy Commission requests the public to consider issues of nuclear energy as their own issues.

The commission maintained programs for nuclear weapons research, development, production, and testing; production of plutonium and weapons grade uranium; milling and refining of uranium ore; biomedical research into the effects of radiation and nuclear weapons; basic nuclear research in fields such as chemistry, physics, and metallurgy; development of nuclear reactors; promotion of a civilian nuclear power industry; and conduct of international Atoms-for-Peace activities. The files created by the AEC Secretary, the general manager, the deputy general manager, and the various assistant general managers form a valuable collection. They document the implementation of nuclear policies at the highest levels of the agency over a thirty-year period. The General Manager's Office Files also contain detailed information about the AEC's programmatic activities and are being declassified for the entire period that the office existed, from December 31, 1946, until January 20, 1975. Most of the General Manager's Office Files pertain to agency promotional matters and activities. Few of them were kept by the general manager himself; most were created by the various assistant general managers and document their activities.

However, the nuclear industry has been keen to try and abuse legitimate concerns about climate change. By claiming that nuclear power is (part of) the solution to climate change, the industry hopes to create new demand for nuclear energy. Which they desperately need, considering the decline of the industry. Luckily, at the Climate Conference in Bonn (COP6b), it was decided to at least not subsidize the export of atomic power stations to developing countries under the header of the so-called 'Clean Development Mechanism' or 'Joint Implementation.' This is a big victory for the anti-nuclear movement. However, it certainly isn't the end of the story. The industry together with pro-nuclear governments will without a doubt keep pushing the 'climate argument' to defend nukes. They are clutching at straws to save themselves. They will continue to use every possible forum and occasion to further their case, like they did at the UN Commission for Sustainable Development (CSD), and like many governments are doing domestically. So: inform yourself and learn why nuclear power is definitely NOT a solution to climate change!

The meeting was organized and supported jointly by the Belgium, English, and French Pugwash Groups. Twenty seven individuals participated, about two-thirds from France and the United Kingdom. The workshop opened with the organizers setting the context for the discussion. World energy consumption is expected to double or triple over the next half century, driven by substantial increases in population and in per-capita consumption in developing countries. What fraction of this energy demand will be supplied with hydrocarbons? renewable energy sources? nuclear energy? The organizers observed that there has been no comprehensive review of the potential of nuclear energy in the last decade. During that time, the possibility of climate change due to greenhouse-gas emissions from the burning of fossil fuels has become a major concern. It was felt that Pugwash might have an advantage over other groups in starting a new dialogue on the potential of nuclear energy to supply a substantial fraction of future energy supply.
