Institutional Considerations: incentives to producers and users, permitting requirements, emission offset requirements, availability of residues on a long-term basis, cooperating agencies, and long-term, supportive state regulations. The basis for these considerations are discussed in the final report and should help a potential project developer to evaluate the merits a project. Highlights of the report are summarized here.
