Web Resources The mission of Career-Technical Education is to help empower students for effective participation in an international economy as world-class workers and citizens. Programs in Career-Technical Education are designed to contribute to the broad educational achievement of students, including basic skills such as reading, writing and mathematics as well as their ability to work independently and as part of a team, think creatively and solve problems and utilize technology. Career-Technical Education in North Carolina is organized in grades 6 through 12 in the public school system. The program begins with exploratory courses and leads to specialized classroom instruction in grades 11 and 12. In 2000-2001, nearly 700,000 students in grades 6-12 were enrolled in workforce development education courses. These courses were taught by over 5,300 teachers and with the assistance of over 530 support personnel in special populations and career development. Sixty-six percent of all students enrolled in grades 9-12 took at least one workforce development education course.

Staff-led field trips to coastal habitats include barrier island beaches and maritime forests, salt marshes, tidal flats, and pocosins. Marine life collecting cruises, fossil hunting, canoe trips, and coastal bird and plant trips are included among the many opportunities to explore coastal environments. Guest lectures, workshops, programs, and field trips are designed for the entire family, for adults, or specifically for children. The Maritime Museum strives to reach a broad and diverse audience of families, children, the elderly, ethnic minorities, and the physically challenged. An annual visitation of more than 180,000 people includes 60 percent in-state, 35 percent out-of-state, and 5 percent foreign. Some 10,000 school children visit the museum every year for general tours, special children's programs, and the Summer Science School for young students. All of the museum's programs and exhibits, both general and specialized, interpret the state's cultural maritime history and offer a larger national perspective on coastal environment and barrier island ecology. The museum provides courtesy vehicles to boaters for obtaining supplies and provisions.

Hunt Jr. and the North Carolina general assembly passed legislation creating the Smart Start program to ensure that every child should come to school healthy and ready to learn. Smart Start provides high-quality comprehensive early childhood education, family support, and health care. The state invested $57 million in Smart Start in 1995, and the private sector contributed over $14 million in funds and services. Established as a discrete part of the Smart Start initiative to ensure the availability of high-quality day care, the Teacher Education and Compensation Helps project has emerged as a nationally recognized model, using training in child development to improve child care program quality and to reduce the chronic shortage of skilled caregivers. Nearly 2,000 teachers, program directors, and family child care providers have completed the training. Participants in the program receive higher pay and their job turnover rate is far lower than that of most child care workers in the state. The North Carolina Partnership for Children manages the project and provides matching funds.

Others have relocated to areas above the flood plain and rebuilt on "higher ground"; still others were forced to move out of the area. Produced by Donna Campbell, Higher Ground: Rebuilding Down East After the Flood tells the story of how Hurricane Floyd's victims are dealing with life in the new century. Viewers will recognize several families from Hard Rain: Lessons Learned from the Flood of '99 , which aired in December 1999, and meet some new residents who tell stories of their experience, plus some of the relief workers who came to North Carolina from as far away as Ohio, Oklahoma and Canada to help residents rebuildwithout monetary compensation. "Thy fate is the common fate of all; into each life some rain must fall," recites Princeville resident Mrs. Baker from Princeville in an opening scene, as she remembers Henry Wadsworth Longfellow's words in 1803. One resident reflects on the fact that the flood was a "great equalizer," combining both rich and poor into a big family. Residents in other scenes reflect on how the disaster introduced them to neighbors who previously were strangers and to kindhearted people from other states who gave their time to the rebuilding effort.
