Extractions: Defining region is something like defining high crimes and misdemeanors; it is whatever we say it is. Most of us can agree upon certain large areas as regions. There is New England and there is the Southwest. There is the Old South and the Pacific Northwest. These are areas that have a food, a flavor, a twang in common, places that have a distinctive look. There is, too, something we call the Northeast Corridor, not a picturesque region, but an economic entity, an area linked by politics and power and money and the shuttle from LaGuardia Airport. New York State is spoken of in many ways. At one time, it was the western reach of Massachusetts, or so it seemed as New Englanders, after the Revolutionary War, flowed over the border to take up newly open western land in the state. Sometimes New York is where the mid west begins, but mid west implies the old Western Reserve and New York was definitely not part of that. For convenience, New York is lumped into something called the Middle Atlantic States but New York, Pennsylvania and New Jersey are hardly a unit except for the fact that they exist between two other, better-defined areas. For purposes of creating regions, the National Endowment for the Humanities has lumped New York, New Jersey, Pennsylvania, Maryland and Delaware into a Mid-Atlantic region: I am not sure that makes much sense either. Within New York, there are regions about which it is fairly easy to agree. Long Island is one region or two, depending upon who is creating the definition, someone from the western portion or someone from the eastern tip. Manhattan or The City, or Metropolitan New York, is another distinct area and we know what we mean when we talk about it. There are, too, the Catskills and the Adirondacks, the latter called in recent times the North Country and defined by the blue line marked on the map. These are distinct and somewhat difficult to access, which make both areas ideal for those who want to retreat into beautiful landscape. Signs along the New York Thruway and on state roads identify the area around Lake Otsego as Leatherstocking Country, as if that area needs to prod tourists to the Baseball Hall of Fame and its environs by reminding them of the novels of James Fenimore Cooper.

New York is rich with water resources. Our celebrated streams, lakes, and coasts are fed by an average annual precipitation that ranges from 60 inches in the Catskills to 28 inches in the Lake Champlain Valley. But even here, in our "temperate moist" climate, normal fluctuations in regional weather patterns can lead to periods of dry weather. Occasional drought is a normal, recurrent feature of virtually every climate in the United States. The last severe droughts in New York occurred in the mid-1960s, and again in the early and mid-1980s. Meteorologists and hydrologists have their own precise definitions of drought. Meteorologists compare deficiencies in precipitation to normal levels when they speak of drought. Hydrologists consider stream flow and water levels in aquifers, lakes, and reservoirs along with precipitation. New York uses elements of both disciplines to determine when a drought is occurring. The State Drought Index compares five parameters to historic or "normal" values to evaluate drought conditions: stream flows, precipitation, lake and reservoir storage levels, and groundwater levels. New York's Drought Management Task Force uses those factors as well as water use, duration of the dry period, and season to assess drought in different parts of the state.
