It is also critical that we create a system, which allows students access in a variety of different ways and through a variety of different entry points with a minimum of hurdles to leap. However, at the same time, standards of admission must be preserved, and the public four-year institutions should not be required to accept courses unrelated to their mission. It is important to note that quality, as well as accessibility, can and should be complementary goals in any comprehensive system of public higher education. Because of the growing concern among students, parents, legislators and the general public, a sub-committee was formed in October, 1999 at the request of USNH Chairman Bruce Keough, to study the issue of transferability of credits between institutions of the University System of New Hampshire and the Community Technical College System . The sixteen person ad hoc committee was charged with investigating continuing concerns involving the transferability of credits between the two entities of public higher education. The committee, chaired by Trustee Walter Peterson, held a series of four public hearings at locations around the state: the Nashua Community Technical College; the College for Lifelong Learning at the Pease International Tradeport; the New Hampshire Technical Institute in Concord; and at Plymouth State College. The committee then held two additional meetings to analyze the information gathered at the public hearings.

Using the educational resources of the university, it challenges talented students to conduct actual research while introducing them to issues in environmental science, marine science, and biotechnology. On July 1-26, 2002, thirty-six talented high school students were exposed to technology and research designed to excite them about careers in science and mathematics. The competitive selection of students was based on the expressed interest of the participants and crossed all three disciplines.
