Product Description
The book chronicles the political history and evolution of Malta's Parliament from 1800 to 2003 and is divided into three sections. Section One (1800-1921) with its study of the workings of the colonial style Council of Government, explores the emergence of a partially elected Chamber and the continuing Maltese struggle for responsible government. Section Two (1921-1964), examines Malta's first responsible government Parliament at work until its dissolution in 1933, when the 1921 Constitution which had created it was first suspended and later withdrawn. It also gives a brief look at the events which followed until responsible government was re-instated in 1947. This section then takes the reader through the issues debated in Parliament and the Parliamentary process, which culminated in Malta's Independence in 1964. Section Three (1964-2003) allows the reader to explore Malta's transition to Republican Government, the closure of the military base and its implications for a Malta free from the last vestiges of colonialism, and the long road to EU membership. The book contains a vast display of photos portraying several personalities including all the Speakers of the House of Representatives, all the Governors, the Presidents of Malta, Prime Ministers, and various Maltese Parliamentarians. Other photos depict important historic events that took place inside as well as outside the House. One also finds full-coloured photos showing the beauty and majesty of the Tapestry Chamber which served as the House of Parliament, the Committee Rooms, State Rooms and details of The Palace, and the present Parliament Chamber. ... The work done may be arranged in three parts : -- Part I. -- A study of the species of mosquitoes found in Malta, and their distribution in the island.Part II. -- Examination of the species to determine whether any of them act as carriers of the Microcvccus melitensis.Part HI. -- Experiments to determine whether any of the species are capable of conveying infection from cases of Mediterranean Fever occurring in man to healthy monkeys, or from infected to healthy monkeys.Part I. -- Study Of The Species Of Mosquitoes Found InMalta.Mosquitoes were caught in the Military Hospital, Valletta; Military Hospital, Cottonera; Military Hospital, Citta Vecchia; Military Hospital, Imtarfa; Fort ... ... Excerpt: This article is part of the series:Politics and government ofMalta The House of Representatives (rendered as Kamra tar-Deputati in Maltese) is the unicameral legislature of Malta. Formally, the Parliament of Malta consists of the President of Malta and the House of Representatives. The House currently has 69 members, elected for a five year term in thirteen five-seat electoral districts with a possibility of rewarding bonus members for the popular largest party which doesn't succeed in getting absolute majority of seats. The House is presided over by the Speaker of the House. The President of Malta is elected for a five year term by the House. Malta uses single transferable vote to elect its MPs s. Even though transferrable preferences should help third parties, since Independence the Maltese electorate has consistently voted for two dominant political parties and effectively created a two party system. Parliament is currently housed in the Grandmaster's Palace in Valletta. In 2010 works commenced to build a new Parliament. The government's original proposal had been to build Parliament on the site of the former opera house site in Valletta. This was shelved after the footprint was deemed too small and instead the new Parliament building will be built in Freedom Square. Product Description
Public sector reform has moved on apace since the first of the Commonwealth Public Service Country Profile Series was launched in 1995 when the principles of New Public Management (NPM) were in an early stage of adoption. Since then, the various civil services described in the series have undergone radical change in scope, organization and approach rendering a revision timely. Now up dated and completely revised, these re-issued Country Profiles continue to be an accessible and valuable source of reference which attempt to both describe and analyze the often tumultuous and controversial public sector reforms which have taken place in contributing countries since 1995. Product Description
Malta's recent independence was achieved despite a confusion of internal conflicts which must appear puzzling to the outsider. Socialists and Nationalists clash both with each other, and with a Church whose authority is almost medieval. Dr Boissevain has lived for more than two years in Malta and has studied at first hand the conflicting groups in the villages. He examines the importance of the cults of saints and the bitter rivalry between them. The clash of the Church and Labour clubs within the villages and the difficult role of the parish priest are analysed in the framework of Maltese ecclesiastical and secular politics. Both in its vivid description of village festive and political life and in the careful analysis of conflicts and factions, the book makes an important contribution to political anthropology. ... Product Description
The Single Transferable Vote, or STV, is often seen in very positive terms by electoral reformers, yet relatively little is known about its actual workings beyond one or two specific settings. This book gathers leading experts on STV from around the world to discuss the examples they know best, and represents the first systematic cross-national study of STV. Furthermore, the contributors collectively build an understanding of electoral systems as institutions embedded within a wider social and political context, and begins to explain the gap between analytical models and the actual practice of elections in Australia, Ireland, and Malta. Rather than seeing electoral institutions in purely mechanical terms, the collection of essays in this volume shows that the effects of electoral system may be contingent rather than automatic. On the basis of solid empirical evidence, the volume argues that the same political system can, in fact, have quite different effects under different conditions.
Contributors to the volume are Shaun Bowler, David Farrell, Michael Gallagher, Bernard Grofman, Wolfgang Hirczy, Colin Hughes, J. Paul Johnston, Michael Laver, Malcom Mackerras, Michael Maley, Michael Marsh, Ian McAllister, and Ben Reilly.
Shaun Bowler is Professor of Political Science, University of California, Riverside. Bernard Grofman is Professor of Political Science, University of California, Irvine.
