Two examples of ISS research currently underway are: Barriers to Competency Measured Education Systems The level of education necessary for an information age workforce has dramatically increased. Most workers change jobs and even careers numerous times. This is changing the nature of the demands being placed on educational institutions. For centuries students have traveled to campus because knowledge was stored, enhanced and disseminated there. Consequently, institutional credit became the currency of academic accomplishment. Under a credit system, a student completing a set of courses prescribed by the school or college is awarded a degree. The student is presumed to have achieved sufficient mastery in the discipline of study based on the good standing of the institution. The greater the reputation of the school, the higher the students credential is valued in the marketplace.

Extractions: Oversight Coordination Commission MANDA TE DETERMINATIONS The Division of Local Mandates (DLM) responds to requests to determine if the local mandate law applies to various state actions with the potential to impose costs on Massachusetts cities and towns and to determine the cost impact. Approximately 70% of these requests come from municipal officials; the remainder originate from the Legislature. Any municipality that requests a determination of the amount of state funding (if any) required by the mandate law is entitled to an individual cost appraisal (called a determination), specific to that particular city or town. As a result, a single mandate issue may generate dozens, or sometimes even hundreds, of requests for determinations. The Division of Local Mandates has also determined the estimated or actual cost impact of 35 issues for all 351 cities and towns and presented these findings to the Legislature for appropriation purposes. Accordingly, DLM has issued thousands of individual cost determinations based on approximately 300 mandate issues. Some examples of the issues reviewed by DLM follow.

Powerhouse, authored by RESD faculty Robert Forrant, Philip Moss, and Chris Tilly, traces how the Massachusetts economy changed through the 1980s and 1990s. They conclude that despite the strong blue collar history of the Commonwealth, it has decisively shifted to specialize in "knowledge sector" jobs-biotechnology, software, consulting, brokerage-in which technical and professional workers put knowledge to work, and the main product is itself information of various kinds. Massachusetts wages have surged ahead of those in other parts of the country, moving the Bay State from wages equal to the national average in 1984 to wages far above the average as early as 1991. But the report also shows signs of weakness. Total employment growth in Massachusetts has lagged behind the nation. When looking within individual industries, Massachusetts workers earn more than those in other states because Massachusetts has more knowledge workers in the mix-but Massachusetts knowledge workers themselves generally do not enjoy better pay or benefits than their counterparts nationwide. While focusing on the continuing strengths of the Massachusetts economy, the authors also sound a note of warning about potential weaknesses.

"Obviously," Kriss told the crowd, "this will be difficult for many." Meanwhile, Charles Baker, the president of Harvard Pilgrim Health Care and the head of Romneys transition team on health matters, has trumpeted the overhaul of the 15 agencies that make up the Executive Office of Health and Human Services (EOHHS). Through the Pioneer Institute, a conservative Boston think tank, Baker released a December 2002 proposal called "Rationalizing Health and Human Services," in which he argues for a top-to-bottom restructuring of the EOHHS. He has proposed shrinking the number of EOHHS agencies from 15 to seven and organizing them by administrative function, rather than by clientele. So instead of a DMR and a DMH, the state would have, say, a Department of Case Management and a Department of Licensing.
