Extractions: By the mid-1990s, the Manitoba government like most governments was beginning to feel the effects of more than 10 years of decentralized information technology (IT) procurement practices. As long as departments and work groups had little interaction, this independence sufficed. But with the advent of the Internet and other social changes, the policy was fast becoming outmoded. The Challenge The IT situation, when viewed as a whole, was highly fragmented. Document management was a cumbersome manual process, and sharing information and communicating even within some departments was difficult. Computer technology costs increased almost daily as departments tried to keep up with the latest technology while maintaining old platforms. There were no standards, support was decentralized and inconsistent, and there was duplication in the environment. Added to this were the costs of informal training and technical support for dozens of different software applications performing similar functions. The Response The Manitoba government established a new branch to support Desktop Services. Its mandate? Create a current, standardized technological environment that shifted government focus from managing the infrastructure to concentrating on citizens' needs. They engaged EDS and worked as a team on plans for a standardized technological environment.
