Clark, the Commander in Chief of the United States European Command, was simultaneously the commander in charge of Operation Allied Force, the alliance's successful military action in response to the Kosovo crisis. Clark was awarded the Presidential Medal of Freedom in August 2000, the nations highest civilian honor. Clark will discuss his new book "Waging Modern War: Bosnia, Kosovo, and the Future of Combat." (Public Affairs) In addition to serving pro bono as a distinguished senior advisor for the Center for Strategic and International Studies, a director of the Atlantic Council and a member of the board of the International Crisis Group, Clark serves as a military analyst for Cable News Network (CNN). He is a noted speaker presenting key insights on strategic leadership, foreign and military policy and high technology to corporate leaders and other audiences. His thoughts on the nation's fight against terrorism are particularly timely. As Supreme Allied Commander Europe, Clark was in overall command of NATO's military forces in Europe. Responsible for safeguarding an area extending from the northern tip of Norway to the eastern border of Turkey, he assured the peace, security and territorial integrity of the NATO member nations. In 1999, Clark commanded Operation Allied Force, the alliance's successful military action in response to the Kosovo crisis. This was NATO's first major, combat action and largest air operation in Europe since the Second World War.

(Return to Contents) The Kentucky Education Reform Act (KERA) of 1990 mandated a non-graded primary program for the first four grades of the elementary school (kindergarten, first, second, and third grades). Teachers were to use developmentally appropriate early childhood education practices and principals, serving as instructional leaders, were to ensure education program success (Chance, 1991). For principals of Kentucky elementary schools, the mandated primary program approach presented new strategies for the implementation and development of educational practices for children through age eight. The principals needed advanced skills in the teaching and learning processes and a thorough understanding of the practical application of child growth and development (National Association of Elementary School Principals, 1990). Also, they needed expertise in contemporary and traditional teaching and learning processes and an understanding of "learning readiness" (National Association of Elementary School Principals, 1990, p.34). The Kentucky elementary school evolved from desks in rows, quiet classrooms, and structured time frames of subjects into a child-initiated, multi-age, multi-ability, active classroom program. Principals were required to ensure program success, regardless of whether their educational knowledge and beliefs were based in traditional or developmentally appropriate practices (Kentucky Department of Education, 1991).

Extractions: As part of the Kentucky Education Reform Act (KERA) of 1990, legislators in Kentucky laid the groundwork for comprehensive, statewide, integrated service delivery system called Family Resource and Youth Services Centers. Currently, there are 560 centers serving 911 schools across the state of Kentucky. Most centers are located at or near school sites and provide various services according to the needs of the local community. There are two types of centers. Family Resource Centers serve elementary schools and provide access to child care, parenting training, child development training, parent and child education services, and health screening services and referrals. Youth Services Centers serve secondary schools and provide employment counseling, training and placement, summer and part-time job development, drug and alcohol abuse counseling, and family crisis and mental health counseling. To become a Family Resource Center or Youth Services Center, the proposed school site must have a student population in which at least 20 percent of the students are eligible for free school lunch. After the center is established, it is open to the whole community. Various human services at a school are offered by an interagency task force, which is guided by a local advisory council. The council has school and parent representatives and is responsible for conducting a needs assessment, setting policy, reviewing budgets, and planning for the future. The school principal actively collaborates with parents and service agencies.
