In a letter to UN Secretary-General Kofi Annan, Dr. Konrad Raiser said, "The people of Iraq have suffered under a sanctions regime that is unrelentingly punitive. The comprehensive application of an economic embargo in a manner that ignores the fundamental humanitarian needs and rights of 22 million people to basic health care, food and shelter is unacceptable." The letter was prompted by the resignations of UN Humanitarian Relief Coordinator for Iraq Hans von Sponeck and World Food Program Chief in Iraq Jutta Burghardt. Both recently resigned their posts in protest against the sanctions on Iraq.Dr. Raiser noted that the World Council of Churches has "consistently received reports over the past decade on the deteriorating conditions of the population [of Iraq.]" He asked that the Council's concerns be brought to the UN Security Council. Extractions: Death penalty: retentionist Scores of people, including possible prisoners of conscience and armed forces officers suspected of planning to overthrow the government, were executed. Scores of suspected anti-government opponents, including people suspected of having contacts with opposition groups in exile, were arrested. The fate and whereabouts of most of those arrested, including those detained in previous years, remained unknown. Several people were given lengthy prison terms after grossly unfair trials before special courts. Torture and ill-treatment of political prisoners and detainees were systematic. The two Kurdish political parties controlling Iraqi Kurdistan detained prisoners of conscience, and armed political groups were reportedly responsible for abductions and killings. Iraq remained under stringent economic sanctions imposed by UN Security Council resolutions since 1990 which reportedly resulted in severe hardship for the civilian population and a humanitarian crisis. In May the US government submitted a British-drafted resolution for a new sanctions regime, ''smart sanctions'', to the other permanent members of the UN Security Council. The proposal included lifting restrictions on imports of civilian goods while keeping in place controls on military imports and Iraqi oil revenues. The USA and United Kingdom (UK) wanted the resolution to be adopted by the Security Council before June, when the six-month phase of the ''oil-for-food'' program ended. However, the Russian Federation opposed the proposal and asked for more time to study the details. The vote was postponed indefinitely and the ''oil-for-food'' program was extended twice, in July and November.

Saddam Hussein may have hidden chemical or biological weapons (most of it originally supplied by US and other western nations), but no means to deliver them (the longest range of any discovered missiles is 180 or so kilometers, about 120 miles). There is no evidence that Saddam Hussein has the will or the capacity to attack the US. Iraq is a battered, weak nation after being routed in the Gulf War and under embargo since. UN inspectors destroyed a large percentage of Iraqs military capacity during the 1990s. There is no credible evidence of Iraqi ties to Al Qaeda, despite Bush Administration allegations. Al Qaeda considers Saddam Hussein to be an enemy, a secularist who has betrayed Islam. Saddam Hussein is certainly a cruel dictator, who was just as cruel when the US supported him in the brutal Iran/Iraq war of the 1980s.

Extractions: The Interim Constitution provides for individual freedom of religion, provided that it does not violate "morality and public order;" however, the Government severely limits freedom of religion in practice, represses the Shia religious leadership, and seeks to exploit religious differences for political purposes. Islam is the official state religion. Although Shia Arabs are the largest religious group, Sunni Arabs traditionally have dominated economic and political life. Sunni Arabs are at a distinct advantage in all areas of secular life. The Government also severely restricts or bans outright many Shia religious practices. The Government for decades has conducted a brutal campaign of killings, summary execution, arbitrary arrest, and protracted detention against the religious leaders and followers of the majority Shia Muslim population and has sought to undermine the identity of minority Christian (Assyrian and Chaldean) and Yazidi groups. The regime systematically has killed senior Shia clerics, desecrated Shia mosques and holy sites, interfered with Shia religious education, and prevented Shia adherents from performing their religious rites.
