Teaching Mikadoism is a dynamic and nuanced look at the Japanese language school controversy that originated in the Territory of Hawaii in 1919. At the time, ninety-eight percent of Hawaii’s Japanese American children attended Japanese language schools. Sugar plantation managers endorsed these schools, but after witnessing the assertive role of the Japanese in the 1920 labor strike, they joined public school educators and the Office of Naval Intelligence in labeling them anti-American and urged their suppression. Thus the "Japanese language school problem" became a means of controlling Hawaii’s largest ethnic group. The debate quickly surfaced in California and Washington, where powerful activists sought to curb Japanese immigration and economic advancement. Language schools were accused of indoctrinating Mikadoism to Japanese American children as part of Japan’s plan to colonize the United States.

Previously unexamined archival documents and oral history interviews highlight Japanese immigrants’ resistance and their efforts to foster traditional Japanese values in their American children. They also reveal complex fissures of class and religion within the Japanese communities themselves: The language school debate in Hawaii originated with the rivalry between elite Christian assimilationists who opposed such schools and Buddhist plantation laborers who strongly supported them. A comparative analysis of the Japanese communities in Hawaii, California, and Washington presents a clear picture of what historian Yuji Ichioka called the "distinctive histories" as well as the shared experiences of Japanese Americans. Within this framework, the history of the Japanese language school is central to the Japanese American struggle to secure fundamental rights in the United States.

Eight decades later, the Japanese language school debate remains relevant in the context of ethnic diversity in education today. Teaching Mikadoism! shifts the focus of research on Japanese language schools from an institutional perspective to a more layered approach that provides a deeper historical background to civil rights issues in a multicultural America. ... Hawai'i and Fiji share strikingly similar histories of colonialism and plantation sugar production but display different legacies of ethnic conflict today. Pacific Island chiefdoms colonized by the United States and England respectively, the islands' indigenous populations were forced to share resources with a small colonizing elite and growing numbers of workers imported from South Asia. Both societies had long traditions of chiefly power exercised through reciprocity and descent; both were integrated into the plantation complex in the nineteenth century. Colonial authorities, however, constructed vastly different legal relationships with the indigenous peoples in each setting, and policy toward imported workers also differed in arrangements around land tenure and political participation. The legacies of these colonial arrangements are at the roots of the current crisis in both places. Focusing on the intimate relationship between law, culture, and the production of social knowledge, these essays re-center law in social theory. The authors analyze the transition from chiefdom to capitalism, colonizers' racial and governmental ideologies, land and labor policies, and contemporary efforts to recuperate indigenous culture and assert or maintain indigenous sovereignty. "I was impressed most by this author's encyclopedic knowledge of Hawaiian culture, customs and history.I also like the political conscience that guides the novel.This is a book written for a reason.Of the characters, I was most interested in Kapeka and the Voice she hears.And - it goes without saying - this novel has a very strong sense of place, communicated not only in visual detail, but in a well-crafted sense of mood and atmosphere.

This book offers a historical view and case studies of Hawaii legislation that purports to decentralize school governance to achieve a more democratic educational system. Interestingly, Hawaii's educational system has not been based on democratic underpinnings, but instead has remained highly centralized since the 1800s. School case studies on two public schools reveal that school policies are mainly shaped by the principal. The case study of a charter school is an example of democracy in action, from an activist school board to teachers who participate in determining school policies at various levels.
