The membership and alignment of Sweden, Finland and Norway in the EU has had a significant impact on the alcohol policies of each of these countries. Each has had a long history of state control of alcohol production as well as wholesale, import and retail sales. The purpose of such state control is to maintain a lower overall consumption of alcohol and the associated lower level of alcohol problems. This book descibes the changes in alcohol policy and practice and the consequences for each of these countries as a result of the association with the EU. It describes the negotiations and their results concerning alcohol policy, the patterns of alcohol sales and consumption, changes in public values and attitudes concerning alcohol sales and its control, the health and social problems which are related to these changes and economic factors, and the consequences of changes in alcohol policy. ... Product Description
The nomination process has been called 'the secret garden of politics' - and for good reasons. The process by which candidates for election are being screened and selected is among the least understood and researched political phenomena, even though this process is so closely linked to the power structure within political parties. Nominations are mechanisms for selecting candidates, but also for holding the incumbent delegates responsible. In this book, nomination processes in four Nordic countries - Denmark, Finland, Iceland, and Norway - are analysed and evaluated as instruments of democracy. The authors compare institutions, procedures and unwritten norms. The book in particular addresses questions about the citizens' ability to influence the nomination processes. The process is not only modelled in traditional terms of representation, but also as a principal-agent relationship. Despite great institutional similarities, the nomination processes and their outcomes vary considerably across the four countries. In particular, significant differences are found with regard to the extent of citizen control. The book provides a first mapping of this central feature of Nordic politics and thus also serves the comparative purpose of differentiating between otherwise similar political systems. ... The Finnish nobility (Fi. Aateli, Sw. Adel) was historically a privileged class in Finland, deriving from its period as part of Sweden and the Russian Empire. Noble families and their descendants are still a part of Finnish republican society today, but except for the titles themselves, no longer retain any specific or granted privileges. A majority of Finnish nobles have traditionally been Swedish-speakers using their titles mostly in Swedish. The Finnish nobility today has some 6,000 male and female members. The Finnish nobility is organized into classes according to a scheme introduced in the Act on the Organisation of the House of Nobility (Fi. Ritarihuonejärjestys, Sw. Riddarhusordningen). ... Read more

Excerpt: This article is part of the series:Politics and government ofFinland For the constitution of the Grand Duchy of Finland see: Swedish Constitution of 1772The Constitution of Finland (Finnish: or Swedish: ) is the supreme source of national law of Finland. It defines the basis, structures and organisation of government, the relationship between the different constitutional organs, and lays out the fundamental rights of Finnish citizens. The original Constitution Act was enacted in 1919, soon after Finland declared its Independence in 1917, but the current Constitution came into force on 1 March 2000. Finland's current constitutional laws are: the Constitution Act of Finland (2000); the Parliament Act (1995); the Procedure of Parliament (2000) and the Act on the High Court of Impeachment (1995). The fundamental principles of the Constitution Act of 1919 and the Procedure of Parliament of 1906 remained unchanged during the first fifty years of Finnish independence, as there was little pressure or need for any amendments to the Constitution Act. However, this did not prevent the Constitution from adapting to the changing needs of the day. The flexibility of the Finnish Constitution is due to the use of "exceptive laws," a distinctive feature of the Finnish system: instead of amending or changing the Constitution, an act may be made as an ad hoc exception to it. Such an exceptive law does...More: http://booksllc.net/?id=1060464 ... Read more

Product Description

Finland's traditional Nordic model is under pressure: A rapidly ageing society, the global economic crisis and growing societal disillusionment require the public administration to be strategically agile in order to maintain fiscal sustainability and to respond to a complex and rapidly changing environment.

The government's capacity to act in these difficult times will depend on the public administration's ability to work together - across all of the public administration at the state and local level, and with society as a whole - in order to sustain success and maintain its global position in the future.

This report is the second in a series of OECD country reviews that look at governance and public management issues from a comprehensive perspective. These reviews help countries to identify how reforms can better reinforce each other in support of overall government objectives. They also examine reform strategies that have worked in other countries and provide advice as to which reforms can be appropriately adapted to a given country.

Excerpt: Mauno Henrik Koivisto (born November 25, 1923) was the ninth President of Finland from 1982 to 1994. He also served as Prime Minister 19681970 and 19791982 . He was the first Social Democrat to be elected as President. Koivisto was born in Turku, Finland, the second son of Juho Koivisto, a carpenter at Crichton-Vulcan shipyard, and Hymni Sofia Eskola, who died when he was 10. After attending primary school, Koivisto had a number of jobs, and at the beginning of the Winter War in 1939, when he was 16, he joined a field firefighting unit. During the Continuation War, Koivisto served in the Infantry Detachment Törni, led by the famous Lauri Törni, which was a reconnaissance detachment operating behind the enemy lines and open to selected volunteers only. During the war he received the Order of the Cross of Liberty (2nd class) and was promoted to the rank of lance corporal. Product Description
Institutions whose goal is to help those at the margins have been a feature of social life for centuries.Today, instead of excluding and stigmatizing, social assistance institutions have integration and encouragement as their goal. This book examines how four countries with similar per capita incomes - but very different systems of social protection - seek to combat poverty and promote reintegration into society. The ways in whichyoung people, the long-term unemployed, lone-parent families, and immigrants and asylum seekers are helped receive particular attention. It analyzes the often complex interaction between the cash benefit system, central and local government responsibilities and the roles of non-governmental organizations, giving particular attention to how barriers and disincentives to employment can be overcome. ... Product Description

Finland is one of the most rural countries within the OECD, and it is also one of the early adopters of a multi-sectoral approach to rural policy. The Finnish model of rural policy has been reasonably successful in achieving coherence among sectoral policies oriented to rural areas (the so-called broad rural policy) and in tailoring specific programmes to promote rural development (the so-called narrow rural policy). This reviews examines developments in Finnish rural policy since the last review in 1995, examining in particular public service delivery and competitiveness and business environment policies.
