Extractions: Overview The Washington State 4-H Foundation is a private non-profit foundation governed by a 21 member Board of Trustees for the purpose of serving 4-H youth programs in Washington State. Established in 1961, the foundation currently maintains its funding base through corporate, individual and group contributions. Since it's beginning the foundation has actively supported programs such as Urban low income, personal development, forestry and natural resources, leader forums and seminars, county, state and national awards, international exchanges, scholarships and camperships and state 4-H conferences. The foundation receives gifts for specific purposes or programs as well as many gifts specified as undesignated which can be used for seed money and/or start-up funds for new or expanded programs. The foundation also has endowment funds established to support specific program areas. The funds are invested with a professional money manager to generate growth but with low risk. Contact NAE4-HA Pamela Olsen, NAE4-HA President March 17, 2003 Dear NAE4-HA members, On behalf of the NAE4-HA board, I am writing to share with you the work accomplished during our Spring Board meeting held last week. As stewards of the association, board members worked diligently to bring about the best for the membership and the association. Great attention was spent on moving the association forward, even with limited resources. The highlights of our work follow. A complete set of minutes will soon be posted on the website and state association presidents can look forward to their Regional Directors Newsletter within the next few weeks. During the board meeting, regional directors shared the concerns members had of raising dues. Emails received from members expressed great concern about a $15.00 dues increase. As we looked towards 2004, the finance committee considered a number of scenarios for cutting expenses. After much discussion, the tough decision was made to eliminate the CYD Journal as a membership benefit as of September 30th. However, the board has taken on the task of looking at how CYD or other journals could be made accessible to members by reduced subscription rates or donor sponsorships. In addition the board will investigate the possibility of putting News and Views on-line, but because of the investment costs in getting this on-line and member protected it is unclear if there would be any financial savings in the first year.

Extractions: Camping: Western Illinois Youth Camp W estern Illinois Youth Camp is a not-for-profit organization that is owned, managed and operated by the Western Illinois Youth Camp Association. The Camp offers a back-to-nature setting, which is perfect for your next outing. Western Illinois Youth Camp is available to all groups, not just those affiliated with 4-H. We are in our 53rd Year of operation. Western's philosophy is "Learning By Doing" in all areas of camp program and group living. Western provides a full and open experience in many outdoor education programs. Campers choose from activities in several staffed areas including water front, nature, arts-n-crafts, recreation, and team-building skills, as well as evening and camp-wide activities. F acilities at Western Camp are in keeping with the traditional nature of the camp. Each cabin is screened with lights and fans. Modern outdoor showers serve both boys and girls cabin areas. The Dining Hall is rustic with a modern well-equipped kitchen. The water front is located on beautiful Lake Jacksonville, and contains a swimming area for the novice swimmer and a floating dock for the advanced swimmer. It is supervised by licensed lifeguards at all times of swimming. The Wentz Craft Hall provides the rustic look and comes equipped with a kitchenette, fireplace and nurses station. Other program buildings are the Nature Lodge and the Recreation Hall.

In the mid 1950's, it was changed to a rest home where it remained in use until the early 1970's. Once the rest home closed, the center remained vacant until the early to mid 1980's when the Cooperative Extension Service decided to make it their 4-H Camp. After much work and renovation, it is today the 4-H Rural Life Center. Bringing People Together The 4-H Rural Life Center is used year round, under the leadership of Director Joe Long , a 1986 graduate of The University of North Carolina, Chapel Hill and a 1982 graduate of Roanoke Rapids High School. Programming includes the Summer 4-H and Youth Day Camp, Halifax County Harvest Days, rodeos, Senior Citizens Day Camp, Pre-School Nutrition Camps, Seminars on Civil War History, craft classes, and cooking classes, just to name a few. The purpose of this programming is to bring the citizens, youth and adults, of Halifax County together to enhance, enlighten, and educate their everyday lives. Funding for the Center is provided through a cooperative effort between the Halifax County Commissioners, Cooperative Extension Service, local businesses and volunteers.
