Local television and radio stations were funded through international grants to air the ongoing trial in the hope such broadcasts would help Serbs come to terms with the events of Milosevic's 13 years of rule. But instead of developing a new understanding of Serbia's role in the bloody Croatian, Bosnian, and Kosovar wars, Milosevic's trial has reinforced Serbian notions of victimhood. RFE/RL measures what progress Serbs have made to reconcile with their past, and what obstacles remain. Prague, 19 July 2002 (RFE/RL) An old saying in the Balkans carries heavy implications today as Serbs begin to confront the bloody rule of former Yugoslav President Slobodan Milosevic. "If Serbia is at peace with itself, there will be a peaceful future," the proverb says. Almost two years after Milosevic was ousted from power, and some five months after his war crimes trial opened at the International Criminal Tribunal for the former Yugoslavia in The Hague, Serbs have made little progress in acknowledging the role of Serbia in the Balkan wars of the 1990s.

Extractions: EVENTS LEADING TO WAR The Bosnian war is a product of the historical development of the Balkans. It is the most complex area of Europe (if not the world), because of its ethnic, linguistic and religious composition. Three of the groups, which make up the population, the Greeks, the Vlachs and the Albanians, claim descent from classical times, whereas the Slavs have migrated from surrounding countries. There has been a long history of complicated migration within the country, which means groups have become mixed geographically, making territorial exclusivity difficult to achieve (Carter 1995) . The Ottoman Empire that originated in Turkey helped delineate boundaries, but since its decline in the late 1800's there have been continuing arguments over regional independence and boundary lines. In 1918 Yugoslavia was formed with the intention of creating a single state that would bring the various regions of the Balkans together. These were Bosnia Herzegovina, Serbia, Slovenia, Croatia, Montenegro and Macedonia. The creation of a Yugoslav state should have brought an end to the rivalry between the communities but the religious, cultural and linguistic differences were too great to maintain peace (Samary 1995) In the few years before fighting broke out, groups of ethnic minorities fell into two categories. The first being those who were separated from their main ethnic group by international boundaries but lived in contiguous areas such as the Albanians who populated Kosovo, Macedonia and Montenegro, or the Greeks who resided in Southern Albania. The second consisted of those in non-contiguous areas, for example the Serbs who resided in Croatia and Bosnia or the Germans who inhabited parts of Vojvodina. We all know that The EU led by Germany smashed up the Yugoslav Federation which was initially set up in the second decade of this century to thwart German expansionism. The Balkans opens gates to Russian oil in Cheychenia Kazakstan and the Caspian sea and consolidates the strategic Mediterranean for control of Middle East oil. During the recent Western vandalisation of Yugoslavia, we were bombarded with Euro-anti-Serb propaganda designed to demonise the Serbs, The Serbs are the main opponents of Germany in the Balkan federation. They also have the presence of mind not to join NATO. The Liberal democrats lashed the British public with Serb demonology. The Labour "left" sung the praises of Western military intervention. Ken Livingstone Labour MP in a London radio news programme in April 1994 called for the ariel bombing of the Serbs.

His numerous works on European Turkey show clearly the careful way in which he investigated the countries visited by him. Among them the first place is due to his two principal works: La Turquie d'Europe, Paris 1840 (four thick volumes) and Requeul d'itineraires dans la Turqui d'Europe, Vienna 1854 (two volumes). His map is of extraordinary importance because of the extensive field studies made by the author. At first the map was added only to a few copies of the work; these were originals, coloured by Boué himself. Later on, the map appeared in the Physical Atlas by Berghaus.

Extractions: COURSE DESCRIPTION Ethnic conflict and ethnic cleansing have been the most tragic elements of life in the Balkans ever since the rapid demise of the Ottoman Empire and the rise of nationalism in the nineteenth century. Certainly the most intense periods of such conflict came during World War II and again in the decade since 1991; and the devastating policy of ethnic cleansing which accompanied the conflict was arguably genocidal in its intent, scope, and results. This course will examine the history of ethnic relations and conflict in the Balkans in the last two centuries with a particular emphasis on the more recent episodes cited above. A central focus will be the role of Serbia in the wars of the last ten years and the continuing controversy over the genocidal character of its actions. The course is structured as a seminar with common readings and lively discussion. COURSE OBJECTIVES To acquaint students with the broad sweep of nineteenth and twentieth century Balkan history To consider the roots of the late twentieth century conflict in the successor states of socialist Yugoslavia To examine the phenomenon of "ethnic cleansing" and the genocidal character of some of that "cleansing" To listen to the voices of those who are the true victims of the "cleansing"

Extractions: A Short History of the Balkans Since the Federal Republic of Yugoslavia descended into bloodshed and mayhem during the summer of 1991 a number of different historical explanations for the conflict's origins and ferocity have been written. While these accounts differ in their details, in general they paint two different pictures of Balkan history. One argues that the wars of the Yugoslav succession are the result of "ancient tribal hatreds." That is, the violence in the modern Balkans is the result of hatreds dating back hundreds, if not thousands, of years. The second picture of Balkan history takes issue with this argument and offers instead a story of tolerance where each community coexisted in peace, if not harmony. This entire conversation is closely tied to the history of the development of Balkan nation-states. In an attempt to address these historiographical points, this article will take one simple starting point: the Balkan nations and Balkan nation-states are all very young. None is more than 200 years old. Thus the hatreds there cannot be "ancient." In fact, the current ethnic hatreds in the Balkans, while unfortunately very real indeed, all have their roots in the statist nationalism of the nineteenth and twentieth centuries.
