Printed References The Ada language is the result of the most extensive and most expensive language design effort ever undertaken. Up until 1974 half of the applications at The Department of Defense were embedded systems. An embedded system is one where the computer hardware is embedded in the device it controls. More than 450 programming languages were used to implement different DoD projects, and none of them were standardized. Because of this, software was rarely reused. For these reasons, the Army, Navy, and Air Force proposed to develop a high-level language for embedded systems. Packages - Data types, data objects, and procedure specifications can be encapsulated into a package. This supports the program design of data abstraction. Exception Handling - Ada has very good exception handling capabilities which allow the program to handle its own run-time errors. Generic Program Units - It is possible to write a procedure (for example, a sorting procedure) which does not require a data type to be specified.

Extractions: In a cost study done in 1973-1974 it was determined that the US Department of Defense was spending $3 billion annually on software, over half on embedded computer systems. The Higher Order Language Working Group (HOLWG) was formed in January 1975 with William Whitaker as chair. In April 1975 the initial language requirements were compiled in a document known as Strawman. Based on the response, revised requirements, Woodenman, August 1975, and Tinman, January 1976 were created. The HOLWG evaluated 23 existing languages against the Tinman requirements: FORTRAN, COBOL, PL/I, HAL/S, TACPOL, CMS-2, CS-4, SPL/I, JOVIAL J3, JOVIAL J73, ALGOL 60, ALGOL 68, CORAL 66, Pascal, SUMULA 67, LIS, LTR, TRL/2, EUCLID, PDL2, PEARL, MORAL, EL/I concluding in January 1977 that none were suitable, though Pascal, ALGOL 68 or PL/I would be a good starting point. The ideal language specification, Ironman, appeared in January 1977. Request for proposals were issued April 1977; 17 proposals received. Four contractors were picked to produce prototype languages:

Oh yeah, and Ada95, the most popular Ada compiler actually translates your code to C, then compiles the C. I love that. Ada95 is not a compiler, it is a version of Ada, the most recent version, I believe. I am also skeptical of the idea that Ada is "really only used anymore" in the US DOD. Make that C, C++, Forth, FORTRAN, Java, Objective C and Pascal front ends! May be others! buzco The team behind Gnat used in the beginning a proprietary Ada compiler and used that to build an compiler which implemented a subset of Ada big enough to support building itself. Now the team left that proprietary compiler in the dust. After that it was a simple matter of extending that they already have while using the base to build the next more evolved version.

After carefully reviewing and considering the Board's final report, I have directed my staff to undertake the necessary actions to revise the policy contained in DoD Directive 3405.1, "Computer Programming Language Policy," to eliminate the mandatory requirement for use of the Ada programming language in favor of an engineering approach to selection of the language to be used. Additionally, DoD 5000.2-R, "Mandatory Procedures for Major Defense Acquisition Programs (MDAPS) and Major Automated Information System (MAIS) Acquisition Programs," will be revised consistent with those changes.

The Performance Measures Integrated Product Team (IPT) developed the Guide in support of the Department's implementation of the Clinger-Cohen Act (also known as the Information Technology Management Reform Act of 1996). The Act requires, among other things, that the Department manage IT as an investment, set goals, measure performance and report progress at improving the efficiency and effectiveness of mission operations through the use of information technology. The Guide provides a flexible framework for integrating performance measures into management processes; methods and measures for program management; and a template for baselining all IT investments, using a set of common parameters to characterize major drivers such as operational effectiveness, suitability, schedule, technical progress and cost. The Guide has the inherent flexibility and adaptability to be useful for programs or projects of any size.
